Amazon pledges $1 billion to data centre towns and drops NDAs

AWS says it no longer signs non-disclosure agreements with local governments, and puts $1 billion over five years into the places that host its sites.

Amazon Web Services launched Built Together on Friday 2 October 2026, a $1 billion programme spread over five years for the communities that host its AI data centres, Crypto Briefing reports. The money goes to education, household energy bills, water projects and a pot for local priorities.

AWS also says it will no longer ask local governments to sign non-disclosure agreements, and chief executive Matt Garman said it now puts its plans in front of residents at an earlier stage, according to Hoodline. Secret deals with county officials have been one of the main complaints against new sites.

The programme promises free community college for about 300,000 students and lifts Amazon’s trade certification centres from three to 25 by 2028, Hoodline reports. More than 100 local data centre moratoriums are under consideration across the US, Crypto Briefing reports. A research group that tracks local opposition counted at least 75 projects worth about $130 billion blocked or delayed by opponents in early 2026, Hoodline reports.

Critics quoted by Hoodline point to scale: Amazon claimed $561 million in sales and use tax exemptions for its Indiana sites alone in 2025, close to three times Built Together’s yearly budget.
