Verdict on AI UGC for apps
Arcads and Creatify document ways to put an AI actor over your own app footage. Apple’s guideline 2.3.1(a) makes promoting what an app “does not actually offer”, in or outside its store, grounds for removal. Rules read .
For an AI actor cut out and placed over your own app recording:
Arcads
Remove Background gives “a clean cutout ready to be placed on a custom background”. Arcads publishes no price.

For a founder or teammate avatar demoing a SaaS product:

Creator includes 1 custom digital twin, and the moderation policy (2.1) says you own the custom avatars you create.

What Apple’s rules say about app ads
Apple’s App Review Guidelines (read 2 October 2026) set the rule in 2.3.1(a).
“marketing your app in a misleading way, such as by promoting content or services that it does not actually offer … or promoting a false price, whether within or outside of the App Store, is grounds for removal of your app from the App Store”
The same sentence adds “termination of your developer account”.
No clause says an off-store ad must show a screen recording. Guideline 2.3.4, “previews may only use video screen captures of the app itself”, governs App Store previews only.
This list sorts tools by how real footage of your app gets into the ad.
App Review covers apps sold through the App Store. For a SaaS product sold only on the web, the SaaS section rests on each tool’s own terms.
What TikTok and the stores already set
TikTok Symphony Creative Studio, inside TikTok Ads Manager, makes avatar clips and avatars holding or showing your product. Its help page (updated June 2026) says “An AI-generated label is added to all exported videos per TikTok ad policy”. TikTok’s June 2025 post put Image to Video and product showcase clips at five seconds at launch.
Its rights row reads unclear (rights).
Users report that the studio is free in Ads Manager, with a daily credit allowance (9 of 18 sources: YouTube, YouTube). Others report TikTok running AI remixes of their ads with automation switched off (6 of 18: r/TikTokAds, r/TikTokAds). How the label works: TikTok AI label guide.
Tools for app ads
Two tools document a way to put an AI actor beside footage of your app.
Arcads: an actor cut out over your app
Arcads’ platform guide lists Remove Background: “The result is a clean cutout ready to be placed on a custom background or used in compositing”. So an actor goes over your own screen recording in an editor.
The same guide lists Show Your App: “Generate content showing your app’s UI alongside a talking actor or voiceover”, with “no screen recording software or editing skills needed”. It describes generated UI; the cutout is the route for your real footage. Arcads publishes no price (prices), and its terms (13.3.1) ban “deceptive advertising”.
Users say its stock actors pass as creator content in the feed (16 of 64 sources: r/dropshipping, Trustpilot).
- Best for
- Talking-actor ads close to a whole minute long, if billing rounds up to the minute as the help centre’s one example suggests.
- Skip it if
- you need your own screens inside the actor clip: Show Your App generates your app’s UI, so the cutout goes over your recording.
Creatify: green screen avatars and an AppLovin launcher
Creatify’s green screen page lets you “Place an avatar into your green screen scene without the need for a camera”. Its API docs export an avatar with a transparent background in WebM, for overlays on product demos.
The pricing table lists an Ad Launcher for Meta, TikTok and AppLovin, an app-install network. A 30-second avatar video costs $3.90 per video on Starter, $39 a month, if every credit is used.
Users single out many variations from one product link (15 of 61: G2, r/PPC).
- Best for
- E-commerce teams making URL-to-video ads in volume who want an ad launcher for Meta, TikTok and AppLovin in the same tool.
- Skip it if
- you need the launcher on a known plan: the pricing table lists the Ad Launcher without marking which plan includes it.
SaaS and B2B: a founder or teammate as the avatar
A B2B ad fronted by your own founder sidesteps the stock-actor clauses. Each tool sets its own consent terms for that avatar.
HeyGen: a digital twin from Creator
HeyGen’s Creator plan, $29 a month, includes 1 custom digital twin (HeyGen pricing). Its moderation policy (2.1) says “you own the rights to photo, or custom avatars you create”. Section 3.2 limits some content to custom avatars only. A 30-second video costs $0.10 to $1.16 per video by avatar model, if every credit is used.
Users report avatars and lip sync that land, digital twins included (8 of 39: G2, G2).
- Best for
- Localising one ad script into many languages, cheap avatar minutes for talking-head ads, and founder or spokesperson clones on a paid plan.
- Skip it if
- you plan to run free-plan videos: terms s.4 bar free output from advertising.
Synthesia: personal avatars with consent
Synthesia’s user terms build a custom avatar “If Customer requests that we create a Custom Avatar using your voice or likeness and you consent”. Its Acceptable Use Policy bars stock avatars from paid social without written consent, so a founder avatar is the route for paid social. Starter is $29 a month (Synthesia pricing).
Users say viewers read the avatars as AI (19 of 69: r/elearning, r/instructionaldesign).
- Best for
- Explainer, onboarding and product-education videos and their localisation. For paid social, only with a personal avatar of someone who has consented.
- Skip it if
- your ad uses a stock avatar on paid social: the AUP requires Synthesia’s written consent.
Captions: an AI twin on Max
Captions’ terms (1.3) let you “create a digital twin”; custom AI actors and twins start on Max, $24.99 a month (Captions pricing). Section 3.1(xiv) asks for Mirage’s prior written consent to commercial use of Mirage Content.
- Best for
- Business teams making avatar ads on Captions on web, whose terms name advertising, and phone creators captioning and editing their own footage.
- Skip it if
- you want a Mirage stock actor in a paid ad without written consent: terms 3.1(xiv) ask for it.
Reading which app ads work
Segwise: creative tags across app networks
Segwise tags video, image and playable ads by hook, emotion and CTA, and links tags to results across 15+ ad networks (homepage). Its site names mobile games and subscription apps among its audiences. Growth costs $499 a month after a 7-day trial (Segwise pricing; prices).
- Best for
- Mobile game and app marketers, and DTC teams spending $50K+ a month across several ad networks, who want tag-level creative analysis without manual tagging.
- Skip it if
- you spend a few thousand dollars a month: Growth alone costs 499 dollars a month, sized for up to 250k dollars of spend.
Left out, and why
MakeUGC is out: its pages document no way to place your own screen recording beside an actor.
Plans that bar ads on free output, such as HeyGen’s Free, stay out of the by-job rows. The free AI UGC list sets out which free plans those are.
