Veo 3 or 3.1, Kling 2.6 or 3.0: which models does each sell now?

Veo 3.1 and Kling 3.0. Flow, the Gemini app and the Gemini API serve Veo 3.1 in Standard, Fast and Lite tiers. The Gemini API deprecated Veo 3 on 30 June 2026 (Gemini API Veo guide).

Kling’s current line is 3.0, 3.0 Turbo and 3.0 Omni (Kling API pricing).

Which makes a 15-second ad in fewer steps?

Kling, in one generation. Kling 3.0 makes one clip of 3 to 15 seconds, with multi-shot cuts inside it (Kling 3.0 guide).

Veo 3.1 makes clips of 4, 6 or 8 seconds (Gemini API Veo guide). So a 15-second ad is two Veo clips joined in the edit, or one clip extended.

Google’s own pages disagree on which model extends. Flow’s models page says “you must use Veo 3.1 Lite to extend them”. The Gemini API Veo guide (last updated 17 September 2026) says Extend works on Veo 3.1 and Fast, “not Veo 3.1 Lite”.

Which costs less per second?

Veo, on the routes with a price you can read. That means the Gemini API at list price, and Flow on Google AI Pro if every monthly credit is used. Kling’s membership prices: unverified.

Kling’s API lists Kling 3.0 with audio at 1080p by the second, and Google’s Gemini API lists Veo 3.1 Fast the same way. Google AI Pro lists $19.99 a month for 1,000 Flow credits, at 20 credits a Veo 3.1 Fast clip (plans, Flow credits, read ).

Veo’s 15 s ad is two 8 s clips, so 16 seconds are billed; pro rata, 15 seconds on the Gemini API come to $1.80. Kling’s top-up rates were read on 23 September 2026. The 720p top-up carries no commercial use without written permission (4.6). The API rows compare list prices only. The Gemini API terms do not say whether output may run in ads; Kling’s API terms: unverified.

Google’s credits page says Flow adds 50 free credits a day with or without a plan, and they do not roll over. Flow’s getting-started page lists a subscription as a requirement. Counted in, a Pro clip falls to $0.16 if every credit is used.

Can you run Kling or Veo clips in paid ads?

Not legal advice This section quotes Kling’s and Google’s terms with their dates and reads them as an ad buyer would. Ask a lawyer before you rely on any reading here.

On Kling, with a membership and its consent clauses. On Veo, the one route whose terms speak to commercial use is Google Cloud.

Kling’s Terms of Service (21 April 2026) bar commercial use “without our written permission” for anyone without a membership (4.6). Members’ commercial use “is not restricted” (paid terms 3.1.2). Paid terms 7.1 keep 3.1(d) and (e), which require written consent to use the services to advertise.

Kling’s advertising page FAQ says “All videos generated on Kling (including on the free tier) can be used for commercial purposes”. The terms say otherwise for free accounts (4.6), and the terms govern.

Google’s consumer terms, which cover Flow and the Gemini app, name no rule on ads either way. Google Cloud’s service terms (24 September 2026, section 20) make Veo output Customer Data and set no limit on commercial use. Its IP indemnity covers generally available models only, and excludes trademark claims that arise from using the output in trade or commerce.

What has to appear on the finished ad?

On a non-member Kling clip, Kling’s name. Section 4.5 asks for the Kling brand or a “generated by Kling AI” notice, and paid terms 7.2 lift it for members.

Every Veo clip carries Google’s SynthID mark inside the file. Flow’s visible watermark is a user toggle. What Meta, TikTok and YouTube ask for on top: AI ad disclosure rules.
