Which free AI video plans allow ads?

Not legal advice What these terms mean for a given ad is a question for a lawyer.

One allows ads outright (Runway), three with conditions (Higgsfield, invideo AI, Adobe Firefly), one is unclear (Google Flow) and ten read Barred in the matrix.

Three of those bars carry a catch. Kling’s FAQ disagrees with its terms, and Leonardo’s help centre says commercial use is allowed under the terms. Seedance’s bar covers free users outside the US. Luma, outside the count, offers trial credits for evaluation only.

Kling’s own pages disagree. Its advertising page FAQ (read 26 September 2026) says free-tier videos “can be used for commercial purposes”, while terms 4.6 require written permission. The terms govern, so the matrix reads Barred. Dreamina’s clause applies to free users outside the US.

Free AI video generators without a watermark

None of the free tiers whose terms allow ads documents an unmarked export. Runway’s help centre says “All videos generated on a Free plan feature a Runway watermark”. Higgsfield marks free clips visibly, Kling’s watermark goes only with a membership, and Hailuo’s free downloads are watermarked.

Pika’s free plan has no watermark, but it bars ads and gives no monthly credits. In Google Flow the visible mark is a user toggle, applied automatically in some countries; the invisible SynthID mark is always embedded, per Flow help. The other free tiers’ pages state nothing about a watermark.

Runway: ads allowed, watermark on

Runway’s free plan gives 125 one-time credits that do not expire, and credits cannot be bought on Free (Runway pricing).

Terms 4.4 allow commercial use. Standard, $15 a month, removes the watermark; costs per clip are on Runway pricing. The rights row reads clips from Kling, Veo and Seedance models inside Runway as unclear, since those makers’ terms can apply.

Best for
Teams that want Runway’s own models and Aleph video-to-video editing next to Kling and Seedance, with no commercial restriction on outputs.

Google Flow: 50 credits a day, ad rights unclear

Google’s Flow gives every account 50 credits a day “with or without a subscription” (Flow credits). Flow’s credit table prices Gemini Omni Flash at 720p at 7 to 15 credits a clip, inside the daily 50.

The same table prices Veo 3.1 Fast and Lite for subscribers only, so Google’s pages leave open whether a free account reaches Veo 3.1. Google AI Plus is $4.99 a month (Veo pricing).

Users report daily allowances that expire at midnight (8 of 62 sources: YouTube, r/VEO3).

Best for
Hero shots and B-roll up to 8 s with native audio, on a Google AI plan’s Flow credits or the Gemini API.
Skip it if
you need settled ad rights: Google’s terms say only that it “won’t claim ownership”, so the matrix reads unclear.

invideo AI: a Free plan the pricing page omits

invideo AI’s FAQ says a cancelled account “will be downgraded to the Free plan”; the pricing page shows none. Terms 4(h) license commercial use of outputs on every plan. Starter is $20 a month (invideo pricing).

Best for
Marketers who want a finished, edited video with stock, voice and generated shots in one tool, plus terms that rule out training on their data.

Adobe Firefly’s plans page says “You don’t need a plan to get free daily generations across image, video, and audio”, with no allowance stated. Firefly Standard, $9.99 a month, gives up to 20 five-second videos (Firefly plans). Third-party models fall under General Terms 3.12.

Best for
Brands whose legal teams want Adobe’s statement that Firefly-model outputs are commercially safe, and enterprise buyers eligible for IP indemnification.

How to make AI video ads for free

Start in Runway’s free plan, the one whose terms allow ads, and accept its watermark, or budget for Standard. Cut the clips in your own editor. Then label the ad: TikTok and Meta set their own AI rules, collected in AI ad disclosure rules. From a product photo: product photo to video.

Left out, and why

Flora, Krea and ElevenLabs: their free plans hold no video (“text and image models only”, video concurrency 0, “Video generation requires a paid plan”). Sora is shut down. CapCut, VEED, Animaker and ShortGenius sit outside this list.
