Verdict on AI tools for Meta ads

The best AI for Facebook and Instagram ads depends on which job is stuck: making more ads, or running campaigns. Meta’s own Advantage+ creative already makes image and text variants inside Ads Manager, but its terms bar using that output off Meta. The tools below cover the rest, with prices from official pages read by .

What Meta already does for free

Not legal advice What these terms mean for a given ad is a question for a lawyer.

Meta’s Advantage+ creative makes variants of your ad inside Ads Manager, and its help page names no fee for them. Its generative features include image generation, background generation for catalogue ads, and text generation of “up to 5 variations of primary text and headline”.

Add animation turns a single image into a short video. “Some enhancements may be turned on by default, but you can turn them off at any time”, the page adds. One r/FacebookAds poster says Advantage+ Creative “will NOT toggle off” (thread, 8 September 2026).

The catch sits in Meta’s Ad Creative Generative AI Terms (effective 6 May 2024). The terms allow the output “anywhere on Meta Company Products”, then say: “Use or publication of Output outside of Meta’s platforms is unauthorised and a violation of these Terms.”

On our reading, a background Meta generated cannot go into your TikTok or Google version of the same ad.

Meta names no fee for its testing tools either. Its creative test runs 2 to 7 copies of an ad inside an existing campaign, on the Highest volume bid strategy only, and “A confidence level is not included.”

For running the account, Meta’s announcement of its ads MCP server names no price (below).

Of the free plans in the key table, HeyGen’s bars ads (terms s.4). Claude’s and ChatGPT’s allow them with conditions (rights rows for Claude and ChatGPT); Creatify’s, Veo’s and Nano Banana’s leave it unclear.

How the list was built

The list splits tools that make the ad from tools that run or read the campaign. Creatify and Zeely make ads too, but each also launches campaigns, so they sit in the second group. The r/FacebookAds tallies show why.

Method We read each tool’s pricing page, where one loads, and its terms on 23 and 24 September 2026. Meta’s pages, the connector and provenance guides and most help-centre articles followed on 26 September. Clauses are quoted with their number and date (method).

Tools that make the ad

HeyGen, Arcads and MakeUGC make avatar or UGC-style video (AI UGC generators). Google Veo makes generated clips, and AdCreative.ai and Nano Banana make statics.

HeyGen: the lowest computed cost per avatar video here

HeyGen’s Creator plan lists $29 a month, which works out at $0.10 to $1.16 per video of 30 seconds by avatar model, if every credit is used (HeyGen pricing).

Free-plan output may not be “used in connection with commercial activities, advertising” (terms s.4). Section 2 requires you to disclose AI generation “to the extent required by applicable law”. On our reading, that can apply in the regions where Meta offers self-disclosure (below).

Best for
Localising one ad script into many languages, cheap avatar minutes for talking-head ads, and founder or spokesperson clones on a paid plan.
Skip it if
you advertise alcohol, online gambling or weapons, which HeyGen’s moderation policy bans (3.1), or want to run free-plan videos (terms s.4).

Arcads: no public price, and length rounded up

Arcads publishes no price list. Talking actors cost 800 credits a minute, and “Length is always rounded up”: the one example bills 1 minute 45 as 2 minutes (credits article). Starter’s 8,000 credits (help centre) cover 10 actor minutes. Another article says 1 credit a minute; the worked example supports 800.

Clause 13.3.1 of its terms bars videos that break “the rules of ads platforms” or that require “compulsory information (e.g. sponsored content)”. On our reading, whether Meta’s AI info label counts as such information is unclear. If it does, the same clause says “the license is no longer valid, and the Client shall not use the Videos.”

Best for
Talking-actor ads close to a whole minute long, if billing rounds up to the minute as the help centre’s one example suggests.
Skip it if
you want short hooks at a known price: no price list is published, and the only billing example rounds up to the whole minute.

MakeUGC: batch variants, cost per video unpublished

MakeUGC’s Start up plan lists $59 a month for 500 credits, shown against a struck-through $89, and each monthly card offers a start for $1 (MakeUGC pricing). Credits per video are not published, and unused credits expire each month. Batch Mode starts on Growth.

Its terms (5(f)) bar using output where a legally required AI disclosure is left out.

Best for
Direct-response teams testing many UGC and B-roll variants, with Batch Mode from Growth; product-in-hand shots need Pro.
Skip it if
you need a cost per video before paying: MakeUGC publishes no credits-per-video rate, and credits expire monthly.

Google Veo: 8-second clips, ad rights unstated

Google AI Pro, at $19.99 a month, gives 1,000 Flow credits a month (Google AI plans). One Veo 3.1 Fast clip of 4 to 8 seconds costs $0.40 on it, if every monthly credit is used (Flow credits; Veo pricing). Counting Flow’s 50 daily credits as well, it falls to $0.16 a clip if every monthly and daily credit is used over a 30-day month.

Google’s terms say only that “Google won’t claim ownership” of generated content, so ad use on the app plans is unclear, on our reading (rights matrix).

Best for
Hero shots and B-roll up to 8 s with native audio, on a Google AI plan’s Flow credits or the Gemini API.
Skip it if
you need one clip longer than 8 seconds, or written ad rights on an app plan: Google’s terms only say it won’t claim ownership.

AdCreative.ai: statics per download, no written ownership

AdCreative.ai’s Starter lists $39 a month for 10 credits, $3.90 per image if every credit is used (pricing). Its FAQ says credits go only on downloads; terms 1.3 say generating “may” use them too.

The subscriber terms limit use to “internal business purposes” (2.1) and grant no ownership of the ads. Only the Enterprise terms say Projects “will be owned by the Client” (7.1).

Best for
Small teams resizing static banners for Meta and Google Display from one brand kit, within 10 to 50 downloads a month.
Skip it if
you need written ownership of the ads you run without an Enterprise contract: the subscriber terms grant none.

Nano Banana: a published price per image

Nano Banana 2 costs $0.067 per image at 1K on the Gemini API, with no subscription (Gemini API pricing). The Gemini app plans publish no image count.

Ad use is unclear on every Nano Banana route: Google’s terms say only that it “won’t claim ownership” of generated content (rights matrix). Gemini app images carry C2PA, Google says (below).

Best for
Editing your own product photo into new scenes, and high-volume API generation at a stated price per image ($0.067 at 1K).
Skip it if
you need a fixed image quota on a subscription: Google publishes no image count for any Gemini app plan.

Tools that run or read the campaign

Meta’s own ads MCP server is a connector built on the Model Context Protocol. It lets an AI assistant pull reports and create or edit campaigns in your account. Meta announced it in open beta on 29 April 2026, named no price, and says setup needs “no developer credentials, API setup, or coding” (announcement).

Meta’s setup page lists four “currently supported AI agents”: ChatGPT, Claude, Claude Code and Perplexity. Any other MCP client needs your own Meta developer app (developer guide).

Write tools “create entities in a paused state; your AI client asks for confirmation before activation”, and activating one “starts spending budget” (tool list).

Claude: Meta’s connector on a free plan

Claude writes copy and reads exported ad data. Pro lists $20 a month (Claude pricing).

Meta’s setup page links Claude to Claude’s own custom connector guide. Custom connectors run on every Claude plan, but “Free users are limited to one custom connector” (Claude help centre). Consumer plans train on your chats unless you opt out (terms s.4).

Best for
Writing and iterating hooks, headlines, scripts and briefs from your own research, reviews and past winners, and working through exported ad data.
Skip it if
you need the ad image too: Claude makes none, so it pairs with an image tool such as Nano Banana.

ChatGPT: images too, and Meta’s connector from Plus up

ChatGPT’s consumer prices are unverified: its pricing page refused our automated reads. On the API, a medium-quality GPT Image 2 image costs $0.053 (image guide).

Meta’s setup page links ChatGPT to OpenAI’s developer mode guide, which makes it “Available to Pro, Plus, Business, Enterprise, and Education accounts on the web”.

Best for
Hooks, copy and the matching image in one chat, plus API images at $0.053 each (medium quality, 1024x1024).
Skip it if
you need a published image quota: no ChatGPT plan states one, and the consumer prices could not be read.

Creatify: the ad and its launcher in one app

Creatify turns a product URL or script into avatar and product video. Starter lists $39 a month, and a 30-second avatar video works out at $3.90 if every credit is used (Creatify pricing).

The same pricing table lists an “Ad Launcher (Meta / TikTok / AppLovin)” row, but we could not read which plans include it on 26 September 2026. Pro adds the Performance Agent and “Creatify MCP for Claude & ChatGPT”. Its Agent and Ad Flow tools use credits that “cannot be determined upfront” (credit article).

Best for
E-commerce teams making URL-to-video ads in volume who want an ad launcher for Meta, TikTok and AppLovin in the same tool.
Skip it if
you need a fixed monthly cost on the agent features: Creatify says their credit use cannot be known upfront.

Zeely: campaigns run for you, for a share of spend

Zeely makes avatar videos and statics, then launches Meta campaigns through its own partner account or yours. Starter lists $29.95 a month, shown against a struck-through $49.95 (Zeely pricing).

“The fee is 12% of your ad spend”, or 6% with Booster (help centre, updated 17 July 2026). Launching through your own account carries “no additional Zeely fees” (own-account steps).

On both routes only Zeely-made media can run: “Only media created in Zeely can be used for Meta campaigns” (own-account steps), and “You can only use images and videos created in Zeely” (partner-account steps).

Where clicks land is unclear. Zeely’s terms and its help centre’s launch steps (own account, partner account) disagree:

Madgicx: reports and automation priced by spend

Its pricing page FAQ says “One-Click Report” monitors “Meta Ads, Google Ads, Google Analytics 4, Shopify, Klaviyo, and TikTok” (Madgicx pricing).

Madgicx sets its price by the monthly ad spend you declare: $45 a month up to $1,000 of spend, rising to $329 a month between $20,000 and $30,000 (Madgicx pricing). Above that, the price is quoted in the app.

Madgicx also offers its own “Facebook Ads MCP” for chatting with your Meta ads data, linked from its pricing page. Its terms (18 November 2024) never mention AI-generated ads, so no clause grants you ownership of them.

Best for
Meta-heavy e-commerce advertisers who want creative tagging, reporting across Meta, Google, TikTok, Shopify and Klaviyo, and automation in one account.
Skip it if
you want a flat fee as spend grows: the price rises with the ad spend you declare.

Will Meta label ads made with these tools?

Yes, when Meta detects a signal “such as C2PA” in the ad. Some of Meta’s own tools trigger the label too. “We will automatically apply an AI info label when we detect your ad was created or edited by third-party generative AI tools”, Meta’s help page says.

The label sits under the three-dot menu, in About this ad. In the European Region, California, New York, India and Taiwan, advertisers can in some cases self-disclose. The label then sits next to Sponsored. The full rules: Meta AI disclosure guide.

Gemini app images carry C2PA, the signal Meta names (Gemini help), as do Nano Banana Pro images from Vertex AI and Google Ads (Google). Neither page names the Gemini API. On our reading, those images can get the label unless an edit strips the metadata.

OpenAI’s provenance check looks for C2PA and SynthID in its images (OpenAI provenance guide). It adds: “Not all OpenAI-generated content contains a supported signal.” On our reading, some ChatGPT images may get the label and others may not.

Meta’s page does not say whether it reads SynthID alone, so whether a Veo clip made in Flow gets the label is not stated.

What r/FacebookAds says about AI: agents come up most

The agents and MCP theme covers 131 of 315 AI-related r/FacebookAds posts from 3 June to 23 September 2026. Claude alone is named in 44. ChatGPT, which also makes images, is named in 23; every other ad maker on this page appears in 3 posts or fewer.

We pulled the subreddit’s 8,159 posts from Arctic Shift, a Reddit archive. These are keyword tallies from one pull, never a measure of use or opinion.

The most-discussed Claude thread asks “Anyone running Meta ads through Claude / Claude Code?” (thread, 42 comments).

Left out, and why

Google autocomplete suggested “manus ai for meta ads” and “lexi ai for meta ads” on 22 September 2026. Neither tool has a row in our database, so this page cannot quote their prices or terms.

Meta Advantage+ creative gets no row or button here: it lives inside Ads Manager, and its output may not leave Meta’s platforms.

Questions buyers ask about AI for Meta ads

Can AI run my Meta ads for me?

Partly. Meta’s ads MCP server lets an assistant create and edit campaigns, and each new one starts paused until you confirm it (Meta’s tool list). Zeely launches campaigns through its own partner account, for 12% of spend or 6% with Booster (Zeely help centre).

Does Meta allow AI-generated ads?

Yes. Meta labels them when they come from some of its own tools or carry signals it detects, such as C2PA. Ads about “social issues, elections or politics” must also disclose photorealistic AI media (Meta help page).

Is ChatGPT or Claude better for Meta ads?

On their documents, ChatGPT makes images and copy, and Claude makes copy only. Meta’s setup page lists both for its connector. Claude allows one custom connector on Free, and OpenAI’s developer mode starts at Plus among consumer plans. Neither has run on the bench, so how their ads read is not yet known.
