Verdict on AI voice over for ads
For a voiceover in a paid ad, start on a paid plan: ElevenLabs’ and HeyGen’s free plans bar advertising. Nine of the ten tools have a plan allowing paid ads with conditions, Captions’ on web only; Captions’ app plans and Hedra read unclear. Four free plans bar them. Terms read .

Arcads publishes no price list. The prices of Artlist (AI Suite) and Magnific (formerly Freepik) could not be read on their live pricing pages.
Voice tools for ads, one by one
ElevenLabs is the one dedicated voice tool here. The other nine add a voice to an avatar, an edit or a generated clip, under their own plan rules.
ElevenLabs: commercial use starts on Starter
ElevenLabs’ Prohibited Use Policy 9(a) bars free users from “any commercial purpose, including for advertising” (use policy). Starter, $6 a month, carries the commercial licence, and Professional Voice Cloning starts on Creator, $22 a month (ElevenLabs pricing).
The pricing page states credits per plan: 10,000 on Free, 30,000 on Starter, 121,000 on Creator. Minutes of speech per plan depend on the voice model, and the page gives no fixed figure. Voice, music, image and video draw on one credit pool.
ElevenLabs’ Voice Library has an Advertisement filter, described as “Persuasive voices that drive action and brand recall” (read 2 October 2026). Terms 4(d) say ElevenLabs “will not commercialize your voice on a standalone basis without your permission”.
- Best for
- Teams paying ElevenLabs for voiceover or dubbing who want video clips, lip-sync and sound on one credit balance; commercial use starts at the $6 Starter.
- Skip it if
- you need IP cover for video made in the same account: the Image & Video Terms exclude ElevenLabs’ indemnity for that product (s.6).
HeyGen: voice cloning on Creator
HeyGen’s Creator plan, $29 a month, includes voice cloning and 175+ languages (HeyGen pricing). Free output may not be “used in connection with commercial activities, advertising” (terms s.4). Users single out translation, dubbing and voice tools (6 of 39 sources: YouTube, G2).
- Best for
- Localising one ad script into many languages, cheap avatar minutes for talking-head ads, and founder or spokesperson clones on a paid plan.
- Skip it if
- you plan to run what the free plan makes: terms s.4 bar free output from advertising.
Synthesia: voices in 160+ languages
Synthesia’s Starter, $29 a month, adds downloads to the free allowance (Synthesia pricing). Its Acceptable Use Policy bars stock avatars from “promoted”, “boosted”, or “paid” social ads without written consent. A paid social voiceover goes on a personal avatar, or on a stock one with that consent. Users report mispronounced names and flattened emphasis (13 of 69: Trustpilot, AWS Marketplace).
- Best for
- Explainer, onboarding and product-education videos and their localisation. For paid social, only with a personal avatar of someone who has consented.
- Skip it if
- your ad uses a stock avatar on paid social: the AUP requires Synthesia’s written consent.
Captions: an AI twin’s voice in the app
Captions offers voice generation and a digital twin under terms 1.3; custom actors and twins start on Max, $24.99 a month (Captions pricing). Section 3.1(xiv) asks for Mirage’s prior written consent to commercial use of Mirage Content. The only terms that name advertising cover Captions on web. Users report voices that can sound robotic (6 of 36: Trustpilot, Trustpilot).
- Best for
- Business teams making avatar ads on Captions on web, whose terms name advertising, and phone creators captioning and editing their own footage.
- Skip it if
- your ad uses a Mirage actor’s voice without written consent: terms 3.1(xiv) ask for it before commercial use.
JoggAI: voices in 50+ languages
JoggAI’s Starter is $29 a month, and its terms do “not restrict your ability to use User Output for your own purposes (including for commercial purposes)” on any plan (terms). Users say avatars and voices sound natural (9 of 40: AppSumo, AppSumo).
- Best for
- High-volume talking-avatar output on a small budget, and teams that want the same credits in the web app, the API and agent tools.
- Skip it if
- you present the avatar as a real person: the terms bar representing output as “entirely human generated”.
Hedra: ad use unclear in the live terms
Hedra hosts voice models beside its Character-3 avatar model; Basic is $20 a month with “commercial use” on the card (Hedra pricing). Its live terms cut 3.6 to one sentence: comply with the Acceptable Use Policy, which has no advertising clause.
The rights matrix reads unclear on every plan (rights row). Users report lip sync that slips and audio that comes out wrong (13 of 45: Trustpilot, Trustpilot).
- Best for
- Animating a still image or character into a talking clip, and teams that want avatar and generative models behind one API.
- Skip it if
- you need ad rights settled in writing before a launch: the live terms name no advertising clause on any plan.
Arcads: cloned voices on its actors
Arcads’ terms (8.1) describe lip-sync and “cloning the voice” of the actor or another creator; it publishes no price (prices). Users report voices that sound synthetic among their quality complaints (18 of 64: Trustpilot, r/FacebookAds).
- Best for
- Talking-actor ads close to a whole minute long, if billing rounds up to the minute as the help centre’s one example suggests.
- Skip it if
- you want a price before a trial: none is published.
invideo AI: voiceover in a finished edit
invideo AI adds a voiceover to a full edit; Starter is $20 a month (invideo pricing). Terms 4(h) grant a licence to “commercialise Outputs”, and 4(e) asks for your recordings and consent for a custom avatar. Users report mispronounced words and captions out of sync (8 of 42: Trustpilot, Trustpilot).
- Best for
- Marketers who want a finished, edited video with stock, voice and generated shots in one tool, plus terms that rule out training on their data.
- Skip it if
- you redo voiceovers often: every regeneration spends credits, fixes included.
Artlist: voice, music and footage on one licence
Artlist’s AI Suite adds voice and music models to its stock library, and a 7,500-credit tier covers voiceover only. Terms 14 assign you its rights in output. Section 10 can ask for proof of your right to use voice recordings for Voice Clones (archived terms).
- Best for
- Editors who already license Artlist stock and want Veo, Kling, Seedance and Wan clips under the same commercial licence.
- Skip it if
- you plan to automate generation: Artlist’s “Unlimited” is “for human use only”.
Magnific: audio models, free plan barred
Magnific (formerly Freepik) runs audio models on its credit pool. Its AI Products Terms (s.7) limit free output to “personal and non-commercial purposes”; paid plans grant ownership while the subscription is active (terms). Artlist’s and Magnific’s USD prices are unverified (prices).
- Best for
- Teams that want stock assets, many image and video models and an upscaler on an annual credit pool that does not reset monthly.
- Skip it if
- you want ads from the free plan: s.7 limits free output to non-commercial use.
Which plans allow a voiceover in paid ads
Nine tools have a plan reading “Allowed with conditions”, Captions’ on web only; Captions’ app plans and Hedra read unclear. Free plans split four ways: four barred, two allowed with conditions, two unclear, two with no free plan. The conditions are in each tool’s rights matrix row.

Captions’ advertising licence sits in the Captions on Web Terms, which cover the web product only. Its app plans grant none in words.
Cloning a voice and labelling it
Voice cloning starts on Creator at both HeyGen and ElevenLabs. Captions’ digital twins start on Max. Consent and publicity rights for a cloned voice are in the AI UGC legal guide.
New York’s and California’s synthetic performer laws, voice included, are in AI ad disclosure rules. The platform labels are in the TikTok AI label guide and the Meta AI disclosure guide.
Voice over for TikTok and Instagram Reels
TikTok’s ads policy lists “audio that are completely AI-generated” and “AI voice-cloning” among its examples of content that needs an AI label. Left out, and why
Murf, WellSaid Labs, LOVO, Speechify, Resemble AI, Podcastle and AiVOOV sell AI voiceovers for ads. Their plans and terms sit outside this list.
