ElevenLabs pricing: plans, credits and what 30 seconds costs
ElevenLabs bills in credits, points your plan hands you each month and every product spends: speech, music, images and video. Starter carries 30,000 credits and Creator 121,000. The pricing page puts about 30 minutes of speech inside Starter and about 121 inside Creator (comparison table).

Which plan fits which ad volume
Free is a trial of the voices: no commercial use and no video.
Starter is the entry for a small advertiser. It costs $6 a month and covers about 60 voiceovers of 30 seconds a month, if every credit goes to speech, plus Fast and Lite video models at 720p. At the last check () the Starter card showed a limited first-month offer beside the list price.
Creator, at $22 a month, is the plan for a media buyer who makes video as well. It adds every video model up to 1080p and professional voice cloning. Pro, at $99 a month, raises the pool to 600,000 credits and video to 4K.
Scale and Business sell seats and volume. Scale gives 1,800,000 credits and 3 seats, Business 6,000,000 and 10 seats. Enterprise is priced by sales, and Ads Engine is sold there.
Pay for a year up front and the monthly rate falls. The FAQ prices annual billing at 10 times the monthly price, so Starter reads $5 a month billed yearly over a year. Prices checked .
What one ad costs
Method: $0.028 per second of video at list price on Starter at $6 a month, if every credit is used. Starter $6 a month divided by the up to 211 seconds
of video in the video page’s plan table = $0.028 a second. Up to
means the cheapest eligible model: Starter allows Fast and Lite models at 720p, and the table does not name the model. On Creator, $22 / 705 s = $0.031 a second across all models up to 1080p.
A voiceover and a video clip draw on the same pool, but at different rates. The pricing page lists the minutes of speech each plan includes, and the video page lists the seconds of video. Each figure below divides the plan price by that allowance, if every credit is used on that one output.
| Plan | 30 seconds of speech | 30 seconds of video |
|---|---|---|
| Starter | $0.10 | $0.85 |
| Creator | $0.09 | $0.94 |
| Pro | $0.08 | $0.84 |

Speech is cheap and video is not. A 30-second voiceover costs between $0.08 and $0.10 on these plans, so the voice is rarely the budget line. The video figures use the cheapest eligible model, since the plan table does not name the model, and a dearer model eats more of the pool. Starter allows Fast and Lite models only.
Speech is billed per character. The FAQ says each generated character uses credits, “with the exact cost depending on the model used”, and Multilingual v2 bills one credit per character. The ad cost calculator takes your own plan figures.
Credits that go unused roll over for up to two months, up to twice your monthly quota. Top-up credits bought separately sit outside that cap.
Which ElevenLabs plans have voice cloning?
Voice cloning means the tool copies a voice from a recording, so a new script is read in that voice. ElevenLabs sells two kinds.
Instant cloning learns a voice from a short sample, and the pricing page lists it from Starter. Professional cloning is trained on much more audio and is listed from Creator. Scale includes 3 professional clones and Business 10. Free lists neither.
Your clones carry a licence back to ElevenLabs. Terms 4(d) and 4(e) let it use recordings and voice models to improve the service and build new products. A clone of someone else needs “explicit and informed consent” (Policy 3).
What are the ElevenLabs free tier limits?
The free plan holds 10,000 credits a month, about 10 minutes of speech, and no rollover. It makes images but no video: the video page says “Video generation requires a paid plan”. The Free row allows up to 40 images.
The bigger limit is the licence. Terms 1(c) limit free users to non-commercial purposes, and Policy 12 lists “Using our Services for commercial purposes on a free plan” as prohibited. A free voiceover cannot run in an ad, in organic social posts or for a client. The rights matrix lists each use.
Commercial use on each paid plan
Paid subscribers may use the services commercially (Terms 1(c)). Starter to Business read the same: paid ads are allowed with conditions. Policy 3 bars “deceptive advertisements”, and Policy 10 asks for AI disclosure where the law requires it. The rights matrix has the quotes, clauses and dates for each plan, and the price tracker lists every plan’s price.
The ElevenCreative Terms keep AI model providers outside ElevenLabs’ IP indemnity (1.3). That affects generated video, and the ElevenLabs profile covers it.
Where ElevenLabs sits among voice and video tools
Voice and video tools for ads ranks ten tools, ElevenLabs included, by price and ad rights. The alternatives page covers the swap. HeyGen’s pricing and Higgsfield’s cover two video-first suites that bundle voices.
