ElevenLabs for ads: voices, video and what each plan allows

By Alexandre S. Published Prices checked

Verdict on ElevenLabs

Buy ElevenLabs for ad voiceovers first and treat its video clips as an add-on. Free bars commercial use, so paid ads start on Starter at $6 a month, prices checked . Its indemnity for third-party IP claims stops short of the AI model providers behind generated video.

The Image & Video Terms address now serves the ElevenCreative Terms (last updated 9 October 2026), where Image & Video is Exhibit 5: generation runs partly on third-party AI model providers whose own terms apply (s.1.3), and ElevenLabs’ IP indemnity does not extend to those providers’ models or to output made with them (s.1.3). Image and video output reaches the community gallery only if you submit it, and sound-effects output only if you enable sharing (s.4). Stock avatars may not be used with political advertising, adult content, tobacco, firearms, gambling or health claims (Exhibit 5 s.4). The Policy bars removing watermarks or provenance signals (s.10). The main terms let ElevenLabs train on your content unless you opt out under Data use in account settings (Terms s.4(i)). What ElevenLabs is

ElevenLabs sells text to speech: you type a script and it reads it aloud in a synthetic voice. The plan table lists text to speech in 74 languages (pricing page), and a paid plan adds cloned voices of your own.

Then it grew. One monthly allowance of credits, the points the plan hands you to spend, now pays for voice, music, sound effects, images and video. The video page sells clips from other labs’ models. On 31 October 2026 it listed Kling 4.0, Seedance 2.5, MiniMax H3, Runway Gen-4.5, Google Veo 3.1 Fast and OpenAI Sora 2, among others.

That mix is the whole pitch. A founder who pays for voiceovers can make a clip, lip-sync a line over it and add sound in one account, on one bill.

What it does for ad work

ElevenLabs does three jobs that matter to an ad buyer.

The first is the voiceover. Starter, at $6 a month, carries 30,000 credits. Creator, at $22 a month, carries 121,000 and adds professional voice cloning, a clone of a voice trained on much more audio than the instant kind. The pricing page turns credits into seconds of speech and video.

The second is video. The video page says “Video generation requires a paid plan”. Starter reaches Fast and Lite models at 720p, up to 211 seconds a month.

Every model and 1080p start at Creator, with up to 705 seconds. Video spends from the same pool as voice, so a month of clips leaves less for narration.

The third is Ads Engine, which is sold on Enterprise plans.

It pulls the ads you already run on Google Ads, Meta and LinkedIn and localises them into 50+ languages. Text, images and dubbed video go back after an optional approval step. Its terms say ElevenLabs does not run campaigns for you (Ads Engine Terms, 22 June 2026). It also flags creatives that “start losing performance” so you can refresh them.

Plans and the ad line

An ad line is the plan at which the terms let you run the output in a paid ad. ElevenLabs draws it at the first paid plan.

Free users may use the services for non-commercial purposes only. The Prohibited Use Policy (9 October 2026) repeats it in section 12 as “Using our Services for commercial purposes on a free plan”. Free also carries 10,000 credits, images only and no video. So a voiceover made on Free cannot run in an ad.

ElevenLabs pricing page plan cards: Free at $0 with 10k credits, Starter with 30k credits and a commercial licence, Creator with 121k credits and professional voice cloning, Pro at $99 a month with 600k credits, Scale at $299 and Business at $990 a month

Paid subscribers may use the services commercially, under the same policy (Terms 1(c)). Our rights matrix rates paid ads on every paid plan from Starter to Business as allowed with conditions. The conditions are short. Policy 3 bars “deceptive advertisements”.

Policy 10 asks for AI disclosure where the law requires it or silence would mislead.

Two clauses sit beside the ad line. Your voice clones are licensed to ElevenLabs to improve the service and build new products (4(d), 4(e)). And ElevenLabs trains on your content unless you opt out under “Data use” in account settings (4(i)). The matrix carries both, plan by plan.

The indemnity is the line that matters most for client work. An indemnity is the vendor’s promise to cover you if someone claims its output infringes their IP.

Section 1.3 of the ElevenCreative Terms (9 October 2026) says ElevenLabs’ indemnity “does not extend to any AI Model Provider”. Image and video generation runs partly on those providers, so a clip made on Veo, Kling or Seedance through ElevenLabs sits outside the promise. The provider’s own terms apply instead.

1.3 AI Model Providers

How it compares with video suites

The tools below sell video first and add voice, which is the reverse of ElevenLabs. Each paragraph says what the tool is built around, from its database row.

Higgsfield is a multi-model studio with its own Soul models and ad tools. HeyGen turns text or a photo into a talking avatar, with translation into 175+ languages. Arcads reads scripts through 1,000+ AI actors and includes ElevenLabs voices on its top plan (help centre, 31 October 2026).

Who should skip ElevenLabs

Best for
Teams paying ElevenLabs for voiceover or dubbing who want video clips, lip-sync and sound on one credit balance; commercial use starts at the $6 Starter.
Skip it if
you need an on-screen actor: HeyGen starts from a face. Or you need IP cover for generated video (s.1.3).

Skip it as a video tool if the clip is the whole job. Starter’s 211 seconds of video a month come out of the same pool as your voiceovers.

Voice and video are general products you point at ads. Ads Engine is the ad-specific one, and it is sold on Enterprise plans.

Where are the plans and prices?
