ElevenLabs alternatives for ad voice-overs and lip sync
Verdict on ElevenLabs alternatives
HeyGen Creator replaces ElevenLabs when you need the finished talking video, with ads open on paid plans. Prices checked
ElevenLabs lists $6 a month on , and its free plan bars commercial use. Generating a 30-second HeyGen avatar video costs $0.10 to $1.16 if every credit is used.
HeyGen’s catch is its own Free plan, whose output its terms bar from advertising.
For a finished talking video with a cloned voice:
HeyGen
Creator lists voice cloning and 175+ languages. Paid plans open commercial use (terms s.3); Free output bars ads (s.4).
For dubbing a finished ad into other languages:
Synthesia
Dubbing runs on Basic, Starter and Pro. Stock avatars are barred from paid social ads without written consent.
For lip-dubbing from a phone:
Captions (Mirage)
Captions on web licenses output for advertising (1.1) and asks you to disclose AI use (1.2). The app terms leave an app-made ad unclear (3.1(xiv)).
For ElevenLabs voices inside an actor ad:
Arcads
Pro lists ElevenLabs voices and free voice cloning. Two of three actor models bill 800 credits per started minute.
For a voice-over inside a stock-licence plan: Artlist (AI Suite)
AI Starter lists up to 3 hours of AI voiceover and a commercial licence. No page read publishes a per-clip cost.

HeyGen: a talking video with a cloned voice, ads open on paid plans
HeyGen builds the whole video from a script: an avatar (a digital presenter) speaks it in your cloned voice. Creator lists $29 a month for 600 credits, with voice cloning and 175+ languages (pricing page).
Translating a finished ad with lip sync costs 6 credits a minute in Speed mode (credits article). A 30-second translated ad, with no new video generated, is $0.145 if every credit is used. Paid plans open commercial use (terms s.3).
Synthesia: dubbing a finished ad, with a catch on stock avatars
Synthesia dubs video into 70+ languages on Basic, Starter and Pro. Lip sync on dubbing doubles the credits (pricing page). Starter lists $19 a month, and creating a 30-second Synthesia video (not the dub itself) costs $0.43 to $0.95 if every credit is used.
Its Acceptable Use Policy bars a stock avatar from “promoted”, “boosted” or “paid” social ads without written consent. A personal avatar of someone who has consented avoids that clause. HeyGen vs Synthesia covers the avatar side.
Captions: lip-dubbing from a phone
Captions is a phone-first app for talking videos, AI twins and dubbing. On Max at $24.99 a month, a 30-second Prompt to Video clip costs $4.00 if every credit is used (pricing page).
That prices generating a clip, and the page lists no lip-dub rate. The pricing page shows iOS plans, and web prices are not shown. Prompt to Video works in 39 languages.
Terms depend on the route. Captions on web licenses output “for advertising or other purposes” (1.1), and you agree to disclose AI use and that outputs are advertisements, “as and when appropriate” (1.2).
The app terms bar commercial use of Mirage content without consent (3.1(xiv)) and do not say whether an app-made ad needs it.
Arcads: ElevenLabs voices inside an actor ad
Arcads sells ads read by AI actors. Pro lists ElevenLabs voices and free voice cloning, and Change Voice costs 0 credits (pricing article). The article gives credits per plan and no dollar price.
Two of its three actor models bill 800 credits for every started minute, so a 15-second clip costs as much as a 60-second one. The terms bar using an Arcads video as input to other AI that modifies voice or speech (13.3.1). Voice swaps stay inside Arcads.
Artlist: a voice-over inside a stock-licence plan
Artlist sells stock footage and music with an AI Suite. AI Starter lists $19.99 a month with up to 3 hours of AI voiceover and a commercial licence (pricing page). Its terms assign you whatever rights Artlist holds in output and do not restrict commercial use (14, archived copy).
Unlimited generation is for human use only. No page read publishes a cost for a 30-second voice-over.
Left out, and why
Fish Audio, Speechify and Cartesia are voice-only tools, so they sit outside a page about voice plus video. AI voice over for ads sorts the voice tools we cover by the plan that allows paid ads.
Keep ElevenLabs when only the voice changes
If the video exists and you only need to change its voice, ElevenLabs is the simpler pick. Starter lists $6 a month with a commercial licence, and Creator lists $22 a month with professional voice cloning. Voice and music share one credit pool with image and video.
Two conditions apply. The free plan bars commercial use (Prohibited Use Policy 12), and the policy bars “creating deceptive advertisements, or falsely implying endorsement” (3). Its Image & Video Terms exclude the IP indemnity for generated images and video (s.6). The ElevenLabs profile, its pricing page and the rights matrix read the rest.
Questions buyers ask about ElevenLabs alternatives

Which alternative clones a voice?
Of the tools whose plan cards list it, HeyGen Creator offers voice cloning and Arcads Pro offers free voice cloning with ElevenLabs voices. ElevenLabs lists professional voice cloning from Creator.
Which ElevenLabs plan allows paid ads?
Starter and above list a commercial licence, and the free plan bars it (Prohibited Use Policy 12). The rights matrix has the full detail.
