What one Veo clip costs on each route

Flow charges Veo 3.1 Fast by the generation: 20 credits for “Non-Ultra subscribers” and 10 for “Ultra subscribers” (Flow credits help). The Gemini API charges by the second instead, so a 4-second clip there costs $0.40 at 720p, half an 8-second one.

Flow’s credit table and the Gemini API’s price list name only Veo 3.1 models. The API’s deprecations page gives 30 June 2026 as the shutdown date for Veo 3 and Veo 3 Fast (Gemini API deprecations).

If every credit is used, each Flow plan below makes a Fast clip for less than the API.

List prices are a month for the Flow plans and a second for the API.

The last column adds all 1,500 daily credits of a 30-day month to the plan’s own, so it assumes you spend 50 every day. Flow’s help does not say which models daily credits buy; on our reading, a subscriber spends them on Fast at the plan’s rate.

Flow’s 1080p upscaling costs 0 credits for Plus, Pro and Ultra subscribers, so compare Flow with the API’s 1080p row (Flow credits help). Against it, Pro costs less from 21 clips.

Veo 3.1 Lite halves the Flow price, at 10 credits (5 on Ultra) (Flow credits help). On Google AI Pro at $19.99 a month, a Lite clip costs $0.20 if every monthly credit is used (Google AI plans). On the API, 8 seconds of Lite at 720p cost $0.40 (Gemini API pricing).

Not yet known: how many generations one usable ad clip takes. Only a bench test can show that, and none has run on Google Veo.

What is the cheapest place to use Veo?

By monthly volume: the API below 25 clips, Pro to 225, Ultra (5x) to 1,275 and Ultra (20x) above, on the Google routes we could confirm.

Those bands assume every daily credit of a 30-day month is spent, with extra clips on the API at 720p. Without daily credits, Ultra (5x) costs less from 151 clips and Ultra (20x) from 1,126 (Google AI plans; Flow credits help).

At 20 clips, Ultra (5x) at $99.99 a month on 24 September 2026 works out at $5.00 a clip, since unused credits lapse (Google AI plans).

Pro’s own 1,000 credits make 50 Fast clips, and daily credits, all spent in a 30-day month, take it to 125. Past that, Pro plus the API for the rest is the lower bill until Ultra (5x) costs less, from 226 clips (151 without daily credits).

With every daily credit of a 30-day month spent, Ultra (5x) makes 1,150 clips and Ultra (20x) 2,650. From 1,276 clips (1,126 without daily credits), Ultra (20x) costs less than Ultra (5x) plus the API.

Pro and Ultra subscribers can buy AI credits, at prices none of the pages we read gives (AI credits help). The bands above leave them out.

Each of these routes reads unclear for paid ads in our rights data, which quotes Google’s terms. Veo on Google Cloud reads allowed there, at prices this page leaves out.

Google AI Plus, at $4.99 a month, would be the lowest bill from 7 to 103 clips a month if it runs Veo 3.1 Fast at 20 credits. We could not confirm that, so both tables omit it. That band assumes every daily credit of a 30-day month is spent: 85 clips with Plus’s 200. Without daily credits, it is 7 to 28.

Flow’s table prices Fast at 20 credits for “Non-Ultra subscribers”, which on our reading includes Plus, but names no plan (Flow credits help). The February and May 2026 Plus cards promised “limited access to Veo 3.1” in Flow, as the Free card did. The live card, like Pro’s and Ultra’s, names only “Gemini Omni Flash” (Google AI plans).

Luma and Runway sell Veo 3.1 too. Every paid plan of theirs with a published price costs more per clip than Fast on the API. Luma charges 280 credits a second for Veo 3.1 with audio. On Luma Plus at $30 a month on 24 September 2026, 8 seconds cost $6.72 if every credit is used (Luma pricing).

Runway charges 40 credits a second for Veo 3.1 with audio, 320 for 8 seconds. That is $7.68 on Standard at $15 a month and $3.20 on Max at $95 a month, if every credit is used (Runway pricing).

Neither reseller names the Veo tier. The API charges $3.20 for 8 seconds of Standard and $0.80 for Fast (Gemini API pricing). Only Runway Max billed yearly, at $76 a month billed yearly, comes under Standard: $2.56 a clip if every credit is used.

Is Veo free?

Not in Flow, on our reading of its help, and not on the Gemini API. A free account’s 50 daily credits buy Gemini Omni Flash, Google’s other video model. Two routes may be free: YouTube Shorts, and a year of Google AI Pro for US college students.

Every account gets those credits “With or without a subscription”, and unused ones “don’t roll over” (Flow credits help). Omni Flash costs 7 to 15 credits a 720p clip for “All users”, so 50 credits make four 8-second clips at 12 credits each.

Flow’s table prices Veo 3.1 Lite and Fast for subscribers only, and Quality at 100 credits for “All users”, twice a day’s allowance.

Non-subscribers “may not be able to generate videos” at peak hours, the same page says, which suggests they can at other times. The plans page’s Free card lists Google Flow too.

Flow’s getting-started article instead lists a Google AI Plus, Pro or Ultra subscription among the requirements to use Flow (Get started with Google Flow). We are not sure which holds for a free account.

The Gemini API is no way round it: its free tier lists Veo 3.1 as “Not available” (Gemini API pricing).

YouTube said on 16 September 2025 that a custom Veo 3 Fast was designed to work in Shorts “for free” (YouTube Official Blog). It made 480p clips. Google’s 13 January 2026 post lists Shorts among the places to try Veo 3.1 (Google blog). None of the pages we read says whether those clips can run as paid ads.

College students get “a free Pro plan” for one year, Google’s plans page says (Google AI plans). Pro brings 1,000 monthly Flow credits, enough for 50 Fast clips, and “a limited trial of Veo 3.1 Lite” in the Gemini app.

The student page names Gemini Omni but not Flow credits. We are not sure students get them. The offer’s terms ask for a payment method and charge $19.99 a month after the trial ends (Gemini for students).

The October 2025 and February 2026 captures also offered “a one-month free trial of Google AI Pro” (October 2025; February 2026); the live page shows no such offer.

Costs the plan card leaves out

• Unused credits lapse: monthly Flow credits “do not roll over to the next month” (Flow credits help).
• Flow bills “per generation, not per request”, and one request “may generate 2 videos”.
• Veo 3.1 Quality costs 100 credits a clip for all users (Flow credits help). On Pro at $19.99 a month, that is $2.00 if every monthly credit is used, as of 24 September 2026 (Google AI plans).
• 4K upscaling costs 50 credits, on Ultra only.
• Plus top-ups: Google One’s help says AI credits “are not available for purchase for Google AI Plus plans” (AI credits help). Flow’s help says “In supported regions (except Japan), Plus, Pro, and Ultra subscribers can purchase AI credits” (Flow credits help). We are not sure which holds.
• Failed generations are free on both routes. Flow’s help says “You are not charged any credits for failed generations” (Get started with Google Flow).
• The API says of Veo, “You will only be charged if your video is successfully generated”, and lists no input charge for it (Gemini API pricing).
• “No refunds for partial billing periods, except as required by applicable law”, the subscriptions page says.

Google AI plan prices fell twice in 2026

Google split Ultra into two tiers between 15 May and 5 June 2026, in the Wayback Machine captures we read of its US plans page. Plus fell between the June and July captures. Pro did not move from $19.99.

The top Ultra tier now costs a fifth less than before the split, for the same 25,000 monthly credits.

Flow charges each generation, so a 15-second ad built from two 8-second Fast clips uses 40 credits (Flow credits help). On Google AI Pro at $19.99 a month on 24 September 2026, that is $0.80 if every monthly credit is used (Google AI plans).
