The closest documented fit for longer takes is Seedance 2.5, at 30 seconds against Veo 3.1’s 8 in Flow. For takes past 8 seconds, MiniMax H3’s API costs $0.08 a second at 768p (checked ). Veo 3.1 Lite costs $0.05 at 720p, in 8-second clips.

Dreamina’s terms bar ads unless other terms allow them, and H3’s API ad rights are unclear.

Why buyers look for a Veo 3 alternative

Not legal advice This page quotes each vendor’s terms and says what they mean for an ad buyer. It is not legal advice; ask a lawyer before you rely on a clause.

The 8-second take is the structural reason. Veo 3.1 in Flow makes 4, 6 or 8-second clips (Flow help). On the Gemini API, Extend adds 7 seconds up to 20 times, to 148 seconds, on 720p input (Veo guide, 17 September 2026).

Flow’s pages disagree on whether Extend lengthens a Veo 3.1 clip there, so a 15 or 30-second ad in Flow may be several clips joined.

Users add the rest, counted from 62 public reviews, 50 of them Reddit posts:

  • Moderation blocks ordinary work, with “prominent people” errors on fictional characters and clients’ own photos (13 of 62: r/VEO3, r/VEO3).
  • Weak prompt adherence means several paid retries per usable clip (13 of 62: r/VEO3, r/VEO3).
  • Credits confuse and expire: daily allowances lapse at midnight, and Quality costs several times Fast (8 of 62: YouTube, r/VEO3).

Seven of the 62 say they moved to Seedance, Kling or MiniMax H3 and that Veo has stalled (r/VEO3, r/VEO3).

Rights depend on the route. Google’s IP indemnity covers generally available Veo versions on Google Cloud (indemnified services). The list leaves out Flow, and Veo 3.1 on the Gemini API runs under preview model IDs.

Which Veo alternatives make longer single clips?

Six models run longer than Veo 3.1’s 8 seconds in one take, and Seedance 2.5 runs longest at 30.

Clip lengths come from each maker’s model or launch page, read 23 September to 2 October 2026. Wan 3.0, billed by the second on Alibaba Cloud, states no clip length on its pricing page.

Seedance: 30-second takes, with Dreamina’s terms read first

Seedance 2.5 makes 30-second clips from up to 50 reference inputs and edits video (Lumina). That is one take; a Veo 3.1 generation in Flow stops at 8 seconds.

Dreamina’s terms (22 January 2026) bar using the service “to advertise” unless separate terms permit it, and grant ByteDance a perpetual licence to your assets. Lumina, ByteDance’s business route, allows ads with a visible watermark: Lumina’s, your own “or other means of equivalent effect” (Service Specific Terms, Lumina 3, 30 September 2026). BytePlus does not train its foundation models on your data without consent (General Terms 3.3).

Resellers carry their own terms and publish rates. Luma Plus at $30 a month charges 78 credits a second for Seedance 2.5 at 720p, $0.23 if every credit is used (Luma pricing).

Users report the long takes drift: 5 of 35 Seedance reviews say long takes and extensions lose coherence and garble on-screen text (YouTube, r/seedance). Google Veo vs Seedance compares the two.

Best for
Ads built from many reference images with synced dialogue, made on Lumina or a reseller whose terms allow advertising.
Not for
Anyone planning to run ads from Dreamina before reading the paid plan’s terms: the base terms bar commercial and advertising use.

Hailuo: MiniMax H3 at the lowest API rate a second past 8 seconds

Hailuo is MiniMax’s app for H3, launched on 31 July 2026 and pitched at advertising and e-commerce. H3 makes clips up to 15 seconds at 2K with native stereo sound.

On the MiniMax API, H3 costs $0.08 a second at 768p. Veo 3.1 Lite costs $0.05 at 720p and Fast $0.10 (Gemini API pricing).

So Veo 3.1 Lite undercuts H3 at 720p, in 8-second clips; H3 is the lower rate among models that run past 8 seconds. The MiniMax API’s Open Platform Terms (30 March 2026) have no advertising clause and leave all use of output on you (AI Output 4), so the rights matrix marks API ads unclear.

In the app, paid plans allow commercial use of content made and downloaded while subscribed. Standard at $14.99 a month runs one task at a time (plans page).

Best for
Paid subscribers making 6 to 10-second ad clips who generate and download each clip while the plan is active.
Not for
Teams generating many variants at once on the $14.99 Standard plan, which the plan FAQ says runs one task at a time.

Runway: Gen-4.5 next to hosted Veo in one workspace

Runway hosts Veo 3.1 beside its own Gen-4.5, Kling and Seedance. Its Free plan gives 125 one-time credits, allows ads and puts a Runway watermark on every video (terms 4.4).

Standard at $15 a month gives 625 credits. Gen-4.5 costs $0.29 a second there, and hosted Veo 3.1 with audio 40 credits a second, $0.96, each if every credit is used (pricing page).

So Runway is dearer for Veo than Google’s API. Its case is one workspace for several models, a strength 6 of 54 Runway reviews name (YouTube, YouTube). Its terms (4.4) license inputs and outputs to Runway for training. Google Veo vs Runway goes further.

Best for
Teams that want Runway’s own models and Aleph video-to-video editing next to Kling and Seedance, with no commercial restriction on outputs.
Not for
Brands that cannot accept inputs and outputs being used to train Runway’s models, which the terms allow.

Kling: 15-second multi-shot clips with dialogue

Kling 3.0 runs 3 to 15 seconds with native audio, and multi-shot clips hold one face and set through several cuts in one generation. Four of 37 Kling reviews name that consistency (r/aifilmmaking, YouTube).

Its API lists Kling 3.0 with audio at $0.168 a second at 1080p, against Veo 3.1 Fast’s $0.12. Kling costs more a second and runs nearly twice as long in one take.

Ads need a membership: non-members may not use output commercially without written permission (terms of service 4.6). ToS 3.1(d) and 3.1(e) also ask members for written consent to advertise, and whether paid terms 3.1.2 override them is unconfirmed. The rights matrix holds no clause for the API’s ad use. Paying members making 3 to 15-second product clips with native audio who spend each month’s credits before they expire.
Not for
Ads made without a membership (free or top-ups only): commercial use needs Kling’s written permission (ToS 4.6), and outputs must carry the Kling brand or say they are generated by Kling AI (4.5).

Is there a free Veo 3 alternative for ads?

Runway Free is the one free plan here whose terms allow ads, with a watermark and 125 one-time credits. Flow’s own 50 daily credits are unclear for ads.

Google’s terms say it “won’t claim ownership” of generated content, and no clause grants or bars ads. Google’s own pages also disagree on whether a free account reaches Veo 3.1. Omni Flash clips cost 7 to 15 credits for all users.

The rest bar free ads. Kling’s free output needs written permission, and Hailuo’s free output and Dreamina’s free plan outside the US are non-commercial. Pika Free and Vidu Free carry no commercial licence. Alibaba Cloud gives 30 seconds of free Wan 3.0 in its Singapore region, under API terms whose ad use is unclear.

Watch out Flow’s visible watermark is a user toggle, applied automatically in some countries, and every Veo video carries Google’s invisible SynthID mark.

Which Veo alternatives come from China?

Four of the models above come from Chinese groups. The contracting company is the one each tool’s terms or company record name.

  • Seedance: ByteDance; Dreamina’s terms name Bytedance Pte. Ltd.
  • Kling: Kuaishou Technology, through Kling AI Pte. Ltd.
  • MiniMax H3 and Hailuo: MiniMax.
  • Vidu: Shengshu Technology.

Wan 3.0 is Alibaba’s, sold through Alibaba Cloud from US, European, Asian and Chinese regions, with input video billed at the output rate. Runway, a US company, hosts Kling, Seedance and Wan; its terms name none of those makers, so whether their terms also reach a hosted clip is unclear (10.4).

Left out, and why

Sora is discontinued: OpenAI shut the Sora 2 API down on 24 September 2026.

Luma Ray3.2 appears in the table only: its 10-second clips carry no native audio.

Avatar tools from vendor lists, Synthesia among them, make presenter videos; AI UGC tools covers them. Editors such as Vizard cut footage and make none.
