AI video tools for agencies
Verdict on AI video tools for agencies
Creatify Business suits an agency with up to ten clients, because each client gets its own brand space. Five clients at ten 30-second ads each use 500 of its 1,500 credits for $195 a month, prices checked . White label sits on Enterprise, and 15 of 61 sources say credits run out faster than the pricing suggests.
For five to ten client brands on one bill:
Creatify
Business gives 10 seats, 10 brand spaces and unlimited ad account connections, with credits in one shared pool.
For one avatar ad localised for many client markets:
HeyGen
Business adds a shared workspace and brand kit; the terms keep clients themselves off your account (section 2).
For client sign-off inside the tool:
MakeUGC
Approval flows sit on Pro with 5 seats, and agencies may serve clients only through seats or workspaces (5.3).
For a large team on a pooled balance:
Topview
Team lists unlimited members and a shared credit pool, and the terms assign you the output.
For clients who log in to review:
Synthesia
Its terms name a client as an Authorized User; stock avatars stay barred from paid social without written consent.

What does an agency need that a shop does not?
Mainly separation between clients. A single shop can live in one workspace, while an agency mixing five brands risks one client’s logo landing in another client’s ad. Creatify gives each client a brand space, a separate area for one brand’s assets.
Creatify is the one plan below that separates clients by brand; every other plan here gives one shared workspace or states none.
| Tool and plan | Monthly | Seats | Client separation | Ad accounts | Credits | White label |
|---|---|---|---|---|---|---|
| Creatify Business | $195 a month | 10 | 10 brand spaces | Unlimited connections | 1,500 in a shared pool | Enterprise |
| HeyGen Business | $149 a month | 1, then $20 each | One shared workspace; several on Enterprise | Not listed | 1,500 for the first seat | Not listed |
| MakeUGC Pro | $149 a month | 5 | One workspace, brand kit, approval flows | Not listed | 2,000 to 5,000 | Barred without a reseller deal |

Business also has “no per-seat fees”, so adding a freelancer for a month costs nothing extra.
What five clients at ten ads each cost
Five clients at ten 30-second ads make 50 ads a month. This table runs that volume through each published credit rate, with no retakes. Per ad is the plan price divided by 50.
Creatify Business is the dearest priced line here per ad, and you pay that for ten separate brand spaces.
| Plan | Credits used | Plan holds | Monthly | Per ad |
|---|---|---|---|---|
| Creatify Max | 500 | 730, but 3 brand spaces | $95 a month | $1.90 |
| Creatify Business | 500 | 1,500 and 10 brand spaces | $195 a month | $3.90 |
| HeyGen Pro, Avatar IV | 775 | 1,000, one seat, no shared workspace | $49 a month | $0.98 |
| HeyGen Business, Avatar V | 1,200 | 1,500 | $149 a month | $2.98 |
| Synthesia Pro | About 2,500 | 6,000 | $89 a month | $1.78 |
| MakeUGC Pro | 5,000 | The top tier, price not on the page | Not published | Not published |

The working is simple. Creatify bills 5 credits per 15 seconds. HeyGen lists 31 credits a minute on Avatar IV and 48 on Avatar V.
Synthesia says a finished minute uses about 100 credits, more if the avatar stays on screen. MakeUGC’s API docs charge 100 credits a video. Arcads’ help centre charges 800 for each started minute on two of its three talking-actor models.
Creatify Max covers the 500 credits for under half of Business’s price but stops at 3 brand spaces, so it fits up to three clients. From four clients Business is the plan to price, and its 1,000 spare credits cover client revisions. Creatify’s pricing FAQ treats anything that re-runs the AI as a new generation.
Tagshop stays off this table, since its pricing page sends teams at this volume to a custom plan.

May you hand the video to your client?
Mostly yes: Topview allows it outright, five tools add conditions and Arcads’ wording is unclear. The plan pages say nothing about this, so read the terms before you sign a client.
| Tool | Client work | The clause | Training on what you upload |
|---|---|---|---|
| Topview | Allowed | Terms assign you the output | Yes by default; email opt-out |
| Creatify | Allowed with conditions | Terms 6.2 assign copyright; 7.3 covers use you “make or permit to be made” | Unclear (6.5) |
| Higgsfield | Allowed with conditions | Terms 4.4 let you “transfer or sublicense” outputs; section 8 adds model makers’ rules | Yes, except on Enterprise |
| HeyGen | Allowed with conditions | Terms section 3 give you the output; section 2 keeps third parties off the account | Yes |
| MakeUGC | Allowed with conditions | Terms 3.2(c) allow sublicensing; 5.3 needs seats for clients; 15(i) makes you indemnify MakeUGC for output given to clients | Yes |
| Synthesia | Allowed with conditions | Terms let clients be Authorized Users; stock content stays licensed to you alone | Yes, within stated limits |
| Arcads | Unclear | Terms 13.3.1 grant a “personal and non-transferable” licence, though clause 5 contemplates acting for another professional | Yes |

Arcads’ wording leaves open whether a client may keep running a video you made for them. MakeUGC’s Fair Use Policy ties the output licence to an active paid subscription, which matters when a client stays and you leave.
The training column matters for a different reason: you are uploading a client’s product shots and scripts. Check your client contract before you connect their assets. Every plan’s state is on the table of ad terms.
The tools, one by one
Creatify: built around brand spaces
Creatify’s agency page walks through the work you sell. Paste a client’s product link, get hook variants and sizes, and make spec ads to pitch a prospect.
The case figures there are Creatify’s own, such as LAIFE’s “Ad creatives tested a week” reaching 50, up from 10.
Reviewers report the same strength: 15 of 61 praise variant volume (Reddit, Product Hunt). Seventeen of 61 say outputs miss the brief, from lip sync to product details (Trustpilot, Trustpilot), so budget a human check on every client ad.
Fifteen of 61 say credits run out faster than the pricing suggests (Reddit, Trustpilot). Nine of 61 report trouble cancelling (Trustpilot, Trustpilot). A plan’s credits expire after 2 months.
Two of 61 sources say templates run short for B2B and corporate videos (G2, Product Hunt). A client wanting training or explainer video fits Synthesia better. Its Moderation Policy also bars unauthorised legal, medical or financial advice, which binds some client categories.
- Best for
- Agencies with four to ten client brands that want one pooled bill and client areas kept apart.
- Skip it if
- you need your own brand on the tool: white-label support starts on Enterprise, and the plans below it list none.
HeyGen: the same ad in many languages
HeyGen suits a client selling across markets, with 175 languages on paid plans. Business is $149 a month plus a charge per added seat, checked .
Seven of 39 sources report per-minute credit costs rising in August and September 2026 (Trustpilot, Trustpilot). Re-check the table above before you quote a client.
- Best for
- Agencies with clients selling across markets, who localise one avatar ad into several languages.
- Skip it if
- clients need to log in themselves: section 2 of the terms bars you from authorising third parties to use the service.
MakeUGC: approval flows on Pro
MakeUGC is the plan here that lists approval flows, so a client can review before an ad goes out. Those sit on Pro, at $149 a month for 2,000 credits, or about 20 videos, checked . Fifty a month needs its 5,000-credit tier.
Its terms (5.3) let agencies serve clients only through seats or workspaces. Seventeen of 29 sources report charges after cancelling (Trustpilot, Trustpilot).
MakeUGC Terms of Service
5.3 Authorised Use. Agencies may use the Services for clients only through seats or workspaces provided for that purpose.
7. Acceptable Use, (m): You agree not to resell, white-label or offer the Services as a service bureau without a written reseller agreement.
- Best for
- Agencies that want client sign-off inside the tool, with approval flows on Pro and 5 seats.
- Skip it if
- you want to resell the tool under your name: terms 7(m) bar white-labelling without a written reseller agreement.
Topview: a pooled team plan
Topview’s Team plan lists unlimited members and one credit pool, at $180 a month per seat, checked . It publishes no credit rate for avatar video, so a client quote needs your own count. Fourteen of 73 sources say credits drain fast because wrong outputs still bill (Trustpilot, Trustpilot).
- Best for
- Large teams that want unlimited members on one pooled credit balance.
- Skip it if
- you work with pharma or medical clients: the terms’ Prohibited Content list (item 4) needs Topview’s prior written approval for those ads.
Synthesia: client logins, with an ad catch
Synthesia’s terms name a client as an Authorized User. But its Acceptable Use Policy bars stock avatars from paid social without written consent. Each ad client then needs a personal avatar of a consenting person. Pro includes 5 personal avatars and 1 editor. Pro is $89 a month, checked .
- Best for
- Agencies whose clients log in to review, with a personal avatar of a consenting person for any paid social.
- Skip it if
- you make paid social with stock faces: the policy bars it without written consent. Section 3 of HeyGen’s terms sets no such limit on paid plans.
Arcads: a licence question first
Arcads publishes no price, and its Pro plan adds team seats at 48,000 credits a month. Its users praise output volume: 9 of 64 sources say teams test far more ads than a creator could supply (Reddit, Trustpilot).
- Best for
- Teams already on its plan who have settled the client handover clause.
- Skip it if
- you must show a client a price before they sign: Arcads publishes none, and its licence wording on client handover is unclear.
Higgsfield: a handover clause that names sublicensing
Higgsfield’s terms (4.4) name transfer and sublicensing outright, though section 8 adds the model makers’ rules. Its team plans pool credits across seats, and their prices are not readable on the pricing page, checked .
It suits agencies making generative footage more than talking actors, since it bills per model on one credit balance. Eight of 52 sources say generations run slow or fail and still cost credits (YouTube, Reddit), so price retakes into a client quote.
- Best for
- Agencies making generative footage on Kling, Veo and Seedance from one pooled credit balance.
- Skip it if
- a client bars training on its assets: Higgsfield trains on inputs and outputs unless you hold an Enterprise Agreement.
The rest of an agency’s ad stack
For research, Foreplay’s Agency plan at $459 a month holds 10 users, Spyder for 50+ brands and white-label sharing.
For reports, Motion Starter at $999 a month lists unlimited seats and ad accounts up to $50,000 of spend, checked .
Thirty of 104 sources say clients read its visual reports at a glance (G2, G2). Yet its terms (3.3, 1.39) cover reports for “internal use”, so get Motion’s written yes before you send one to a client.
If you plan to sell these ads as a service, how to sell AI UGC ads covers pricing it.
B2B video ads cover what to show when there is no product in hand and which LinkedIn specs apply.
Questions agencies ask about AI video tools
Is there a white label AI video generator?
Yes, at the top of the range. Creatify lists white-label support on Enterprise and a “White-Label License” on its API Enterprise plan, both sold through its sales team. The other self-serve plans here list none, and MakeUGC bars it without a reseller agreement.
Does Creatify have an agency plan?
No plan carries that name, and Business fits best, with 10 seats, 10 brand spaces and unlimited ad account connections. Its pricing page describes Enterprise as being for marketing and agency teams that need custom plans. Creatify’s Studio is a separate done-for-you service, at 25 to 100+ videos a month.
How many clients can one Creatify plan hold?
Plan on one brand space per client: 2 on Pro, 3 on Max and 10 on Business. Past ten clients, Enterprise lists unlimited brand spaces.
Can a client log in to my AI video account?
Synthesia’s terms allow a client as an Authorized User. HeyGen’s terms bar third parties from your account. MakeUGC’s terms ask for seats or workspaces provided for that purpose.
