Hailuo AI (MiniMax) suits short ad clips on a paid plan, whose Subscription Service Terms allow commercial use. MiniMax’s H3 model costs $0.08 a second at 768p on the MiniMax API, whose terms leave ad use unclear (prices checked ).

Standard ($14.99 a month) buys about 143 seconds of H3 at 768p, so a 6-second clip costs $0.63 if every credit is used. Hailuo’s main terms bar advertising content, though the paid terms prevail in a conflict (s.1.2). Of 37 user reviews, 8 report billing and refund problems and 5 report failed renders.

What Hailuo makes for ads

Hailuo AI (MiniMax) is the app at hailuoai.video for MiniMax’s video models; developers buy the same models on the MiniMax API at platform.minimax.io. MiniMax announced H3 on 31 July 2026 and says it is “built for advertising, branding, e-commerce, product design, UI/UX, gaming, and more”, with “accurate text and brand rendering” (launch post).

H3 makes clips of 4 to 15 seconds with stereo sound generated alongside the picture. They run at 24 frames a second, in ratios from 21:9 to 9:16. The app and the API generate 2K directly. The open weights stop at 768p, since the model card’s 2K regeneration module is not in the open release.

Inputs can be a prompt alone or a first and last frame. Reference mode takes up to 9 images, 3 video clips and 3 audio clips (model card). The card also hosts MiniMax’s sample clip.

The older Hailuo 02 and 2.3 models stay in the app’s plans, and the API lists them under “Legacy Models”.

What a Hailuo clip costs

Hailuo’s plan FAQ says Standard’s 1,000 monthly credits make “around 40 6-second 768P videos”. On $14.99 a month, that is $0.37 per video if every credit is used (subscribe page, prices checked ). The FAQ names Hailuo 02 for Ultra’s count and Hailuo 01 and 02 for Max’s, and never mentions H3.

For H3, the site text the subscribe page loads gives Standard about 143 seconds a month at 768P. On $14.99 a month, that is $0.10 a second, or $0.63 for 6 seconds, if every credit is used. Pro’s 643 seconds, at $54.99 a month, come to $0.09 a second at list price.

Max’s 3,857 seconds rest on 27,000 monthly credits, up from the 20,000 the plan FAQ and the table below list. At $199.99 a month, they come to $0.05 a second. Hailuo’s labels print rates that do not divide from the list prices. Monthly Standard’s label reads $0.074 a second, and the annual plans above it read $0.047.

On the MiniMax API, whose terms leave ad use unclear, H3 costs $0.08 a second at 768p ($0.48 for 6 seconds) and $0.13 at 2K.

At list price, an H3 second costs more on Standard and Pro, whose terms allow ads, than on the API, whose terms leave them unclear. On Max it costs less.

The subscribe page lists Master at $94.99 a month, while the Subscription Service Terms still list it at $119.99.

Method

$0.37 per video at list price on Standard at $14.99 a month, if every credit is used. Standard $14.99 divided by about 40 six-second 768P videos stated in the plan FAQ = $0.37 a video ($0.20 at the $7.99 offer). Standard’s count names no model, but its 25 credits a video match Ultra’s count, which the FAQ gives for Hailuo 02 (12,000 credits, about 480 videos; read 2 October 2026); H3 on the API costs 6 x $0.08 = $0.48 for the same length at 768P. For H3, the page text gives about 143 seconds a month at 768P on Standard (Pro 643, Master 1,500, Max 3,857), so at list price 6 seconds on Standard is $0.63 (14.99 / 143 x 6) if every credit is used; the labels’ own rates ($0.074 a second on Standard monthly) do not divide from list prices.

Can you use Hailuo clips in paid ads?

On a paid Hailuo plan, yes: the Subscription Service Terms let you use content made and downloaded on it commercially. Four Hailuo texts pull different ways.

MiniMax markets H3 as “built for advertising”, while the app’s Content Standards bar generated content that involves advertising. For subscribers, s.1.2 settles that conflict in the paid terms’ favour.

The paid grant covers “content you generate and download while on a paid subscription plan”, so it leaves out clips made before you subscribe. The plan FAQ lets subscribers download earlier work without the watermark, and calls every watermark-free download “yours”. The rights matrix rates every subscription plan, Standard to Max, Allowed with conditions for paid ads.

The free account is Barred: the grant covers paid-plan content only, and the Content Standards list advertising among what generated content “must not” involve. Free downloads also “include a watermark”, and the plan FAQ says bought credits alone do not remove it.

New accounts get a one-time welcome package of credits that expires after three days (Subscription Service Terms).

The download notice appears when you ask for a file without the “AI Generated” watermark. It calls that file “for personal learning and collection purposes only” and requires a prominent AI label if you publish. It names no plan. The plan FAQ calls the same files yours to use commercially.

The Terms of Service require you, on every plan, to “clearly disclose that it is AI-generated or manipulated” when law requires it or to avoid deception. They also bar removing “any watermark, metadata, label, or other notice” Hailuo applies, unless it permits so in writing or the law requires it.

How Meta, TikTok and others label such ads: AI ad disclosure rules.

The MiniMax API terms, effective 30 March 2026, let you “retain your ownership rights in Client input and generated content” (Intellectual Property, 3). That ownership holds as between you and MiniMax, as far as the law permits. They make you “solely responsible for all use of any AI Output” (AI Output, 4) and name no rule on advertising.

They also say “You agree to use our Service exclusively for your own products or projects” (General Provisions, 3), which leaves agency work for clients unclear.

Is MiniMax H3 free to run yourself?

Only outside the EU, the UK, South Korea and the USA, which the H3 licence excludes. The MiniMax H3 Community License Agreement of 2 August 2026 bars any use of the weights or their outputs outside its territory (V.4). MiniMax takes licence applications from the excluded four.

Inside it, you need MiniMax’s written authorisation if your commercial products and services “generate more than 20 million US dollars” in yearly revenue (IV.1). A commercial product built on H3 must “prominently display ‘MiniMax H3’” in its interface (IV.2), and public outputs must say they are machine-generated (Exhibit A, item 12).

The model card names no GPU memory floor; its serving example spreads H3’s 33-billion-parameter transformer across 4 GPUs.

What users report about Hailuo

We counted 37 public sources on Hailuo, dated 19 November 2025 to 26 September 2026: 18 Reddit threads, 15 Trustpilot reviews and 4 YouTube reviews. Trustpilot showed 95 reviews at a TrustScore of 1.4 on 2 October 2026, and 14 of the 15 in our sample give one star.

Creators on r/MiniMax_AI and YouTube praise H3’s price and how it follows a brief. App users on r/HailuoAiOfficial and Trustpilot write about billing, shrinking credits and renders that fail.

Many H3 posts come from people running the open weights locally, so their quality points describe the model more than the app. Almost nobody discusses ad terms or watermarks.

Kling, Seedance, Veo and Runway set ad rights on different terms

Kling members can use output “for any commercial purpose” except building competing products (paid terms 3.1.2). Without a membership, commercial use needs Kling’s written permission (terms 4.6). More in the Kling AI profile.

Seedance runs in Dreamina, ByteDance’s consumer app, whose terms say its Services “are generally provided for private, non-commercial use” and bar using them “to advertise or perform any commercial solicitation”. The rights matrix rates every US Dreamina plan Unclear for paid ads.

Hailuo’s reviewers put H3 at half Seedance’s price per clip or less (4 of 37 sources: YouTube, YouTube). They put Seedance ahead on detail (7 of 37 sources: YouTube, Reddit). See the Seedance profile.

Google Veo bills a Veo 3.1 Fast clip of 4 to 8 seconds at 20 Flow credits (Flow credits help). Google AI Pro at $19.99 a month brings 1,000 credits a month on top of 50 a day, so $0.40 a clip counting the monthly credits only (prices checked ).

The rights matrix rates Google AI Pro Unclear for paid ads, and paid Veo on Google Cloud Allowed. The Google Veo profile quotes the clauses.

Runway carries H3 on “all paid and Enterprise plans” (H3 on Runway), and its terms (4.4) read: “Subject to your compliance with the Agreement, the Company does not restrict your commercial use of your Outputs.”

That makes Runway the one H3 route on this page the rights matrix rates Allowed for paid ads. Whether MiniMax’s own rules reach a clip made there is unclear.
