Which AI tools make Facebook ads, by format?
AI Facebook ad generators split into three output types. Static image tools make the feed image and its text. Avatar tools make a person talking to camera in UGC style. Product video tools turn a store link or product photo into a short clip.
This page covers software that outputs the ad. Tools that research competitors, read results or run the campaign sit on AI tools for Meta ads. Every cost below assumes every credit in the plan is used, and the “Paid ads” column uses the rights matrix states for the cheapest paid plan.
Static image ad generators
Static image generators make the 1:1, 4:5 and 9:16 images Meta’s feed, Stories and Reels placements take. Three are built for ads. Canva adds AI to a design editor, and two general image models (Nano Banana, ChatGPT) make statics from a prompt.
AdCreative.ai: banners per download, ownership only on Enterprise
AdCreative.ai’s Starter plan lists $39 a month for 10 credits, $3.90 per image (AdCreative.ai pricing). The subscriber terms limit use to “internal business purposes” (2.1), and only the Enterprise terms assign ownership (clause 7.1 of those terms). Users report a card trial that turns into a large charge (18 of 34 sources: G2, Reddit).
Predis.ai: about 325 images a month on Core, rights unstated
Predis.ai’s Core plan lists $32 a month for 1,300 credits, which Predis.ai converts to “About 325 images or 33 videos” (Predis.ai pricing). That is $0.098 per image. Its terms never mention generated content, so paid-ads use is unclear (rights row). Output looks generic or wrong in 14 of 67 sources (Shopify App Store, Trustpilot).
Canva: AI output in the editor you already use
Canva’s AI Product Terms let you use your output “for any lawful purpose” (AI Product Terms, Using AI Products). Library photos inside a design stay under Canva’s Content License Agreement. Its s.9 bars library images of people in ads for tobacco, pharmaceuticals or dating services, and in political endorsements.
Four of 28 sources say posts exported from Canva get an AI label on Instagram and Facebook after light edits (Reddit, Reddit).
Pencil: ads made and launched in one workspace, under a licence
Pencil’s Core plan lists $14 a month for 50 generations (Pencil pricing). That is $0.196 per Nano Banana 2 image on direct prompts, and about 4.5 generations an image when Pencil’s agents write the concepts. On Core and Growth, Pencil keeps ownership and licenses the output only for the brand named at checkout (3.2, 5.1(a)).
Ten of 25 sources praise the volume: one product becomes many sized variants for a testing pipeline (G2, Trustpilot).
Nano Banana: product photos edited into ad scenes
Nano Banana costs $0.067 per 1K image on the Gemini API if you generate through code (Gemini API pricing). Google’s terms say only that it “won’t claim ownership” of generated content, so ad use is unclear (Google Terms). Five of 38 sources say product shots stay faithful to the real product (Reddit, Reddit).
ChatGPT: the image and the copy in one chat
ChatGPT writes the headline and primary text and makes the image in the same conversation. OpenAI’s sharing policy asks that social posts be marked as AI-generated “in a way no user could reasonably miss” (policy), and it does not say whether a paid ad counts as a post.
Edits change parts of the image meant to stay put (7 of 34 sources: Trustpilot).
UGC and avatar video generators
Avatar generators make a presenter read your script, the format Meta advertisers call AI UGC. Their price per ad turns on the billing unit, so the length of your ad decides the cost.
HeyGen: the lowest computed cost per avatar video
HeyGen’s Creator plan lists $29 a month, which works out at $0.10 to $1.16 per video by avatar model (HeyGen pricing). Free-plan output may not be “used in connection with commercial activities, advertising” (terms s.4). Every fix or retake costs credits in 8 of 39 sources (App Store, Trustpilot).
Creatify: product-link video with a Meta launcher
Creatify’s Starter plan lists $39 a month, or $3.90 per video (Creatify pricing). The same page lists an Ad Launcher for Meta and TikTok. Outputs miss the brief in 17 of 61 sources, with lip sync or product details wrong (Trustpilot, Trustpilot).
Arcads: talking actors billed by the minute, no public price
Arcads publishes no price list. Talking actors cost 800 credits a minute, and “Length is always rounded up” (credits article). Clause 13.3.1 of its terms voids the licence for videos that need “compulsory information (e.g. sponsored content)”. Users rate the stock actors as natural enough to pass in the feed (16 of 64 sources: Reddit, Trustpilot).
MakeUGC: product-in-hand clips, credits that expire
MakeUGC’s Start up plan lists $59 a month for 500 credits, and the app plans publish no credits per video (MakeUGC pricing). On the API Starter plan a talking-actor video works out at $4.95 per video. Credits expire at the end of each month with no rollover (MakeUGC pricing). Charges after cancelling come up in 17 of 29 sources (Trustpilot, Trustpilot).
Product video generators
Product video tools start from a store link or a product photo and return a short ad with captions and voice-over.
Topview: link-to-video and generated clips on one plan
Topview’s Basic plan lists $18 a month for 50 credits a month (Topview pricing). Its terms bar Free Users from any commercial use “including for advertising”.
Slow “unlimited” queues come up in 33 of 73 sources (Trustpilot, Trustpilot).
Pippit: ByteDance’s commerce video agent
Pippit turns a product link into an editable video with a CapCut-style editor. The CapCut terms that govern it take a “sub-licensable, perpetual and worldwide license” to your content. Stock material inside Pippit may not be used to vouch for a product’s quality (Materials License Agreement). CapCut may end that licence at any time (rights row).
Slow support and missing refunds come up in 16 of 35 sources (Trustpilot, Trustpilot).
Is Meta’s own AI ad generator free, and where can its output run?
Meta’s help page names no fee for Advantage+ creative, which runs inside Ads Manager. The page (Wayback capture of 21 September 2026) lists 31 enhancements, 17 tagged as generative AI. It makes new backgrounds, expands images, writes text variations and animates stills.
Meta’s Ad Creative Generative AI Terms (effective 6 May 2024, section 1) allow the output “anywhere on Meta Company Products”, then state: “Use or publication of Output outside of Meta’s platforms is unauthorized and a violation of these Terms.” The same terms give Meta “a perpetual, worldwide” licence to your inputs.
Those terms fold into the Self-Serve Ad Terms on 30 October 2026, and the new text does not repeat the off-Meta sentence. What changes, clause by clause: Meta’s generative AI ad terms.
Enhancements switch themselves back on or stay on after being turned off in 17 of 35 sources (r/FacebookAds, r/FacebookAds).
Billing and support complaints outnumber output complaints for five of these tools
Billing, refund and support complaints outnumber output complaints for five of the twelve AI Facebook ad generators: AdCreative.ai, HeyGen, MakeUGC, Topview and Pippit. Pencil draws the same number of each, and the other six draw more output complaints. The table takes, for each tool, the largest finding in its reviews file that names each problem.

MakeUGC has the highest share of billing complaints (17 of 29 sources, 59 per cent). AdCreative.ai has 18 of 34 (53 per cent), about a card trial that converts to a large charge. Nano Banana and ChatGPT draw no billing finding. Their reviewers name limits and edits.
Before paying for a credit-based plan, read its cancellation page and set a calendar reminder for the trial’s end. Reviewers of Arcads, Creatify and Topview report failed or retried renders billed as credits. When a render fails, one ad costs more than the cost column shows.
How to choose an AI ad generator in two questions
Answer the format question first, then the rights question.
- Which format does your account run most? Single-image feed ads point to the static tools; talking-head ads to the avatar tools; catalogue products with a store page to the product video tools.
- Does the plan you can afford allow paid ads? HeyGen’s free plan and Topview’s free users may not run ads. AdCreative.ai below Enterprise limits use to “internal business purposes” (2.1), and Topview needs written approval for ads about drugs or medical services, and for political ads. Predis.ai and Nano Banana leave it unclear in writing, so check the rights matrix row before a client campaign.
Then read the cost at your ad length. Arcads’ credits article gives one example: 1 minute 45 seconds bills as 2 minutes. Billed by the whole minute, a 15-second hook costs the same 800 credits as a 60-second ad. HeyGen publishes no rounding rule, so the cost column shows its pro rata figure.
The creative testing framework sets the spend each generated variant needs. Where that money sits in Ads Manager is on campaign or ad set budget for creative tests.
Questions about AI Facebook ad generators
Is there a free AI Facebook ad generator?
Yes. Meta’s help page names no fee for Advantage+ creative inside Ads Manager, and ChatGPT, Canva and Nano Banana have free plans. HeyGen’s free plan and Topview’s free users may not run ads. More: free AI ad generators.
Can I use AI-generated images in Facebook ads?
Yes, on plans whose terms allow ads. Meta labels some AI ads with “AI info” (Meta’s AI disclosure rules), and each tool’s paid-ads state is in the rights matrix.
Can Advantage+ creative output run on TikTok or Google?
