Creative fatigue on Meta ads and the Andromeda update
Creative fatigue is what happens when the same people see your ad so often that they stop responding. Each result then costs you more. Meta flags it in Ads Manager’s Delivery column with two statuses, Creative limited and Creative fatigue. Both are set by how your cost per result compares with your past ads.
Meta’s fix is a new ad that is “materially different”, and its Andromeda posts ask for the same kind of variety.
| Signal | What Meta says triggers it | Where you see it |
|---|---|---|
| Creative limited | Cost per result above your past ads, but less than twice as much | Delivery column, ad set or ad |
| Creative fatigue | Cost per result “more than or equal to twice as much as ads you ran in the past” | Delivery column, ad set or ad |
| Pre-launch warning | Meta predicts fatigue “in the first 7 days of your campaign” | Before you publish |
| Recommendation | “Experimentally proven creative fatigue recommendations” | Opportunity score |
| Frequency rising | Meta sets no number | Frequency column, per ad |
| CTR falling, CPM rising | Meta sets no number | Link CTR and CPM columns, over the ad’s life |

What is creative fatigue?
Creative fatigue is an ad wearing out on its audience. Meta’s definition: it “occurs when an audience has seen the same creative too many times”. People then engage less, “which can lead to a higher cost per result”.
The ad itself has not changed. Your audience has, because it has already seen it. That is why Meta’s first fix is a different ad and its second is a bigger audience.
How does Meta show creative fatigue?
Meta shows it as a status in the Delivery column of Ads Manager, for the ad set or the ad. It looks at “all recent exposures of the ad’s image or video, including those from other campaigns from your Page”, then at cost per result.
How we identify creative fatigue
Creative fatigue occurs when an audience has seen the same creative too many times. People may be less likely to engage with your ad which can lead to a higher cost per result.
After a campaign is active: When we believe that your audience has seen the same ad too many times, you will see Creative limited or Creative fatigue in the Delivery column status for your ad set or ad. We consider all recent exposures of the ad’s image or video, including those from other campaigns from your Page. We also consider your ad’s cost per result. When cost per result is more than ads that you’ve ran in the past, but less than twice as much, you will see a Creative limited status. When cost per result is more than or equal to twice as much as ads that you ran in the past, you will see a Creative fatigue status.
Two consequences follow from that wording. Copying a tired video into a new campaign does not reset its exposures, since Meta counts other campaigns from your Page. And the yardstick is your own history, so a status says your ad is costing more than your past ads did.
The statuses only cover some set-ups. Meta’s page says the feature works “only” for ad sets with one creative, and excludes Advantage+ catalog ads, dynamic creative and Advantage+ app campaigns. With several ads in an ad set, no status appears: watch each ad’s cost per result against your past ads yourself.
Three Ads Manager columns show how the wear builds:
- Frequency is how many times, on average, each person has seen the ad. Meta gives no ceiling. Jon Loomer (24 September 2025) cites a 2022 Meta study in which performance “dropped by 45 percent once frequency reached an average of four”. He warns against “any other magic threshold”.
- Link click-through rate (CTR) is the share of people who click. A slow fall over the ad’s life, with steady targeting, is the pattern to catch.
- CPM is the cost of 1,000 impressions. Rising CPM with falling CTR means each click costs more.
Read them as trends over a week or more, per ad, never as one day’s figure.
When Meta does flag fatigue, it recommends three moves:
- Create another ad with an image or video that is “materially different from the original creative”. Meta adds that keeping the original running “may maximize results”.
- Expand your audience to “reach new people who have not seen your ad too much yet”.
- Try Advantage+ creative, which makes variations of one image or video. Meta limits it to traffic or sales campaigns with a website destination.
What is Meta Andromeda?
Andromeda is the first filter in Meta’s ad delivery. Each time Meta fills an ad slot, it picks a few thousand candidate ads out of tens of millions. Only those go on to the ranking that decides what shows. Meta calls this step retrieval.
Meta Andromeda: Supercharging Advantage+ automation with the next-gen personalized ads retrieval engine
Retrieval is the first step in our multi-stage ads recommendation system. This stage is tasked with selecting ads from tens of millions of ad candidates into a few thousand relevant ad candidates. In the following stage, larger and more sophisticated ranking models predict people and advertiser value to determine the final set of ads to be shown to the person.
Meta’s engineering post of 2 December 2024 reports “+6% recall improvement to the retrieval system” and “+8% ads quality improvement on selected segments”.
The same post says that with generative AI tools, “the number of ads creatives in Meta’s recommendation systems is expected to grow significantly”. In April 2025, Meta’s business post repeated the figure as “an 8% improvement in ads quality”, without the engineering post’s “on selected segments”.
Retrieval matches ads to people, and Meta’s posts tie its gains to a growing pool of creatives. That matters to your account: a set of near-identical ads gives that system one idea to match, however many copies you upload.
What does creative diversity mean to Meta?
To Meta, creative diversity means “a wide range of ad creatives with different themes, messages, and visuals” (April 2025 post). Its creative differentiation page states the risk: “When creative is too similar, our system may not recognize it as different”, and similar ads can lead to a Creative limited or Creative fatigue status.
Meta also asks for fewer ads in each ad set. Its ad volume page says “Decrease ads per ad set, but maintain diverse creative assets per ad set”, with “up to 10” assets in one ad. Read together, Meta wants different ideas, packed into fewer ads.
| Change you make | How Meta’s guidance treats it |
|---|---|
| Same video, new headline or button | Variation: the image or video is the same |
| Same AI actor and script, new background colour | Variation: Meta warns similar creative may not read as different |
| One product shown as a listicle, a Q&A, a demo and a POV clip | Distinct: four of the Reels formats Meta’s differentiation page names |
| A static of the product, then a creator-style testimonial video | Distinct: new format, new message |
| The same claim in a different language for a new market | New audience: matches Meta’s “expand your audience” fix |

Practitioners go further than Meta, with numbers Meta does not give. Jon Loomer (20 October 2025) notes that against a “prior recommended ad limit of six”, “many advertisers are going with 10, 20, or even more”, and adds: “But more isn’t necessarily better.”
Foxwell Digital (updated 5 July 2026) suggests around 10 to 20 active ads per ad set. Meta’s pages give a count per campaign (at least 20 in Advantage+ shopping campaigns) and per ad (up to 10 assets). They give none per ad set.
How often should you refresh ads?
For Advantage+ shopping campaigns, Meta’s answer is every week. Its November 2024 post opens with “Launch new ads every week” into those campaigns and recommends “maintaining at least 20 diversified ads” in them. It also suggests “dedicating 20-30% of your overall ad budget towards testing new ads”.
| What you see | What to do | Whose rule |
|---|---|---|
| Creative limited | Add a materially different ad; keep the original running | Meta’s fatigue page |
| Creative fatigue | Add a different ad and widen the audience | Meta’s fatigue page |
| No status (several ads per ad set) | Compare each ad’s cost per result with your past ads | Meta’s yardstick, read by you |
| Nothing wrong yet | Launch new ads every week (Advantage+ shopping) | Meta, November 2024 |

Which AI tools make distinct creatives, by format?
AI tools help most with the weekly new ads: each format below gives you a different kind of ad without a shoot. Meta lists Advantage+ creative as a fatigue fix, but it makes variations of one asset. Meta’s differentiation page warns that similar creative may not read as different.
| Tool | Format it adds | What it makes |
|---|---|---|
| Higgsfield | Video and image clips | Seedance, Kling, Veo and its own Soul models on one plan, plus ad and UGC tools |
| MakeUGC | Creator-style testimonial video | AI creators from a library of 1,000+ (its count), product-in-hand shots and B-roll |
| Arcads | Creator-style testimonial video | Scripts read by AI actors (1,000+ by its count), plus Kling, Veo and Seedance clips |
| Creatify | Product video from a link | Avatar and product videos from a URL or script, with batch variants |
| HeyGen | Talking avatar, new languages | Avatar videos and translation into 175+ languages, for the new-market fix |
| Kling | Short generated scenes | Multi-shot clips up to 15 seconds with native audio |
| Google Veo | Short generated scenes | Veo 3.1 clips through Flow, the Gemini app or the API |
| Nano Banana | Statics | Product images, photo edits and composites with rendered text |
| ChatGPT | Statics and hooks | Images and the ad copy for them in the same chat |
| Meta Advantage+ creative | Variations of one asset | New backgrounds, image expansion and text variations inside Ads Manager |

A practical weekly mix uses two or three formats from that table. One AI-actor testimonial, one product-in-hand clip and one static, each built on a different message, gives Meta three concepts. The UGC script template gives the hooks and structure for the video ones. Competitors’ running concepts are searchable in the Meta Ad Library.
Every tool is compared by job and price in best AI tools for Meta ads. Whether an AI-made ad needs Meta’s AI label is set out in Meta’s AI disclosure rules. The enhancements Meta switches on by default are in what Advantage+ creative does to your ads.
Questions about creative fatigue and Andromeda
How do you know if your Meta ad has creative fatigue?
Ads Manager’s Delivery column shows Creative fatigue when cost per result reaches twice your past ads, and Creative limited below that. It shows only for ad sets with one creative. Otherwise, watch frequency rise while CTR falls and CPM climbs, per ad, over a week or more.
Does duplicating an ad fix creative fatigue?
No. Meta counts “all recent exposures of the ad’s image or video”, including other campaigns from your Page. It recommends a “materially different” new ad.
Should you turn off a fatigued ad?
Meta’s page says keeping the original ad active “instead of pausing or turning it off may maximize results” while you add a new one.
Is Meta Andromeda an algorithm update?
Andromeda is Meta’s ad retrieval engine, introduced in Meta’s engineering post of 2 December 2024. It is not a ranking change. It picks the few thousand ads that go on to ranking for each person.
