Veo on Google Cloud, where Google indemnifies unmodified output; Seedance for 30-second takes only where your route’s terms allow ads. On Runway Max both cost $0.40 a second, the Gemini API’s Veo 3.1 rate (plans checked ). No Seedance route prints clear ad terms for 30-second clips, and the Cloud indemnity excludes trademark claims from trade or commerce use.

What does a second cost, shop by shop?

On Runway they cost the same, and Max matches the Gemini API’s $0.40 a second. On Luma, Veo costs about 1.5 to 2.2 times Seedance. ByteDance publishes no first-party price.

Runway Standard costs $15 a month for 625 credits and Max $95 a month for 9,500 (Runway pricing, checked ). Luma Plus costs $30 a month for 10,000 credits (Luma pricing, checked ).

Runway’s parity compares Seedance 2.0 Pro with Veo 3.1 only. Its site also lists Seedance 2.5 on every paid plan, with no 2.5 rate in the compare table. The Gemini API’s terms neither grant nor bar ad use, and Luma passes each model’s output to its maker’s terms (below). Every Veo route and tier: Google Veo pricing. Which makes a 30-second ad in fewer steps?

Seedance 2.5, in one take. Veo 3.1 needs four 8-second clips or an extension.

Seedance 2.5 makes clips of “up to 30 seconds in a single generation” (ByteDance Seed) from up to 50 references, per BytePlus’s Lumina launch banner (23 September 2026). In Flow, Veo 3.1 runs 4, 6 or 8 seconds and Gemini Omni Flash 10. The Gemini API’s Extend adds 7 seconds at a time on Veo 3.1 and Fast, while Flow’s models page says only Lite extends. Two of 35 Seedance sources say the 30-second takes leave fewer retakes (YouTube, YouTube). Four of 62 Veo sources name the 8-second cap and 720p renders (Reddit, Reddit).

Can you run the clips in paid ads?

Not legal advice This section quotes ByteDance’s and Google’s terms with their dates and reads them as an ad buyer would. Ask a lawyer before you rely on any reading here.

Veo on Google Cloud, which adds an IP indemnity. Seedance depends on the route, and Dreamina’s general terms bar ads.

Dreamina’s terms (22 January 2026) bar using the Services “to advertise or perform any commercial solicitation” (section 6). Section 7 bars commercial use of the Services or their content unless other terms allow it. They send US users to Dreamina US Terms, which did not load on 2 October 2026.

On Luma, “Use of Third-Party AI Tools is subject to the third party’s terms and conditions and not this Agreement” (terms 3.7, 14 May 2026). Runway’s terms do not say whether ByteDance’s or Google’s terms apply to clips made there (10.4).

On Lumina, BytePlus’s business route for Seedance 2.5, no clause bars or permits advertising in words. Output shared externally carries a visible watermark or equivalent (Lumina terms 3, 30 September 2026), and the AUP bars “surrogate advertisement” for betting and gambling. Google’s consumer terms (30 July 2026) say “Google won’t claim ownership over that content” and name no ad rule. On Google Cloud, Generated Output is Customer Data and stays yours, and no clause limits commercial use (Service Specific Terms 20(a), Cloud Terms 5.1).

Generally available Veo versions are on the indemnified services list (20 July 2026), for Google Cloud customers only. The indemnity covers unmodified output on paid use (20(i)) and excludes trademark claims from using it in trade or commerce, and known infringement. Clause by clause: Seedance and Google Veo.

Who can use what you upload?

ByteDance and other Dreamina users get a licence to your uploads; Google’s Gemini API uses free-tier content only.

Dreamina’s section 8 grants ByteDance “and other users of the Platform” a “perpetual, irrevocable” licence to use your assets “for any purpose”. CapCut’s section 10 takes a perpetual, sub-licensable licence to your uploads. The Gemini API pricing page says free-tier content improves Google’s products and paid-tier content does not.

On Google Cloud, Service Specific Terms 18 bar training on Customer Data without your permission (read 26 September 2026). On Lumina, BytePlus does not train foundation models on your data (AI terms 3.3, 28 August 2026).

Both user samples report face filters that block ordinary photos

  • Users switching to Seedance, Kling or MiniMax H3 say Veo has stalled (7 of 62 sources: Reddit, Reddit)

  • Five of 62 sources call cinematic hero shots and product scenes its strength for ads (Reddit, Reddit)

On Seedance, 35 public sources from January to September 2026:

If neither fits

Kling makes clips of up to 15 seconds with native audio. A membership allows commercial use, with an ad-consent clause (ToS 3.1(d)) still in force. Hailuo sells short clips through the MiniMax API by the second. Runway’s own Gen-4.5 costs 12 credits a second, under terms that allow commercial use on every plan.
